About this file

This is an Addendum One to an Invitation to Bid (RFB-04-24) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Meadow Fork Mining AML Reclamation Project in Lawrence County, Kentucky, dated July 11, 2023. The project involves reclamation work on a mining site operated by Meadowfork Mining Co. LLC under Permit Number 864-0182. Primary services include removal of ponds with regrading for positive drainage, installation of Class II silt checks at 100-linear-foot intervals along drainage channels, construction and subsequent removal of access roads with engineer approval, installation of subdrains at field-determined depths, placement of Class II and III ditches in designated locations, and potential removal of up to 3,000 cubic yards of material for placement on the permit area. Work encompasses Increment 5 and the LTT work area as detailed in supplemental site plan sheets to be distributed by Lynn Imaging.

The addendum specifies that all changes, additions, and deletions to specifications and drawings are to be obtained from Lynn Imaging and become binding upon contract issuance. Key specifications include that aggregate quantities beyond the incidental 0.8 tons per linear foot will be compensated separately under the "No. 2 Stone" bid item, filter fabric at aggregate-soil interfaces will be paid under the "Filter Fabric" bid item, reclamation of constructed roads will be compensated using the "Earthwork - Gradework" bid item with associated revegetation items, and material removal for slide repair is considered incidental to that bid item. The engineer reserves the right to direct placement of removed material onsite. Importantly, ponds associated with the permit cannot be removed prior to completion of work in their associated sub-watersheds.
