About this file
This is Addendum One to an Invitation to Bid (RFB-51-26) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, in conjunction with the Department of Military Affairs for roof replacement at the Walton National Guard Armory in Walton, Kentucky. The project involves replacement of the roofing system on approximately 11,100 square feet of total roof area, consisting of 8,900 square feet of recover roof system and 2,200 square feet of new 2-ply roof system. The addendum, dated August 29, 2025, clarifies specifications and corrections to the original bid documents and requires bidders to acknowledge receipt to avoid disqualification. An infrared roof inspection was conducted on April 23, 2025, by Kesler Simpson Architects, LLC, which identified approximately 1,500 square feet of wet insulation (13.51% of total roof area) requiring removal and replacement, with detailed anomaly mapping provided in the attached roof scan report.
All roofing systems must be furnished under a single manufacturer's warrantable system with no mixing of systems from different manufacturers permitted. Contractors are required to use the attached infrared roof scan report to identify areas of wet insulation and confirm conditions prior to bidding. The stainless steel expansion joint curb at wall-to-roof conditions shall be re-used as part of the project. The bid documents contain 18 sheets including the addendum, and architectural services are being provided by Kesler Simpson Architects, LLC, located at 3728 Willow Ridge Road, Lexington, Kentucky.

Infrared Roof Inspection
April 23, 2025
Andrew Kesler, Landen Gay and Tyler Montgomery of Kesler Simpson Architects were on site at the
Walton National Guard Armory, on April 23th 2025 at 7:00 to perform an infrared thermal scan of the building’s roof system.
Arrival temperature was 68 degrees. Departure temperature was 56 degrees.
Total roof area: approximately 11,100 square feet
Total wet area: approximately 1,500 square feet
Total dry area: approximately 9,600 square feet
Percent wet: approximately 13.51%

A visual scan was performed of the roof once on site. Standard practice for location of wet insulation in roofing systems with the use of an infrared imaging camera was our protocol. When anomalies were identified on the roof they were outlined with a semi-permanent paint. Thermographs and photographs were taken and documented in this report.
The infrared camera used in this inspection was a Flir model E40BX. IR lens, F= 18 mm. IR resolution
19,200 (160x120), Thermal sensitivity <.45mk, Field of view 25degreesHx 19degreesV, Temperature range -4 to 248 degrees F, accuracy +- 2% rdg.
The infrared roof survey locates moisture in a roof by seeking areas of increased surface temperature.
Roof areas that contain moisture have higher thermal conductivity and capacities than dry areas. During the heating season, heat from the building interior is lost at a greater rate through wet roof areas and their surface temperatures are elevated. Alternatively, during the cooling season, solar heat is absorbed into the wet area, and then retained for hours after the sun sets.
Detecting entrapped moisture with insulated buildings is achieved through proper evaluation and application of thermographic imaging. To understand the methodology for infrared roof evaluations, it is important to first comprehend how thermal differences are analyzed when applied to areas of wet and dry insulation.
During the day, sun radiates energy onto the entire roof surface (solar loading), Later in the day, the wet insulation has the capability to retain more energy (heat capacity). Areas of the roof that are higher mass
(wet) retain heat longer than the lower mass (dry) areas therefore radiate heat for a longer period of time, because it takes longer to cool. The result of the infrared survey is a thermograph indicating areas of suspected moisture as different colors as dry. Additionally, surface heating pattern anomalies are colorized to delineate and make flaws within the roof more discernable.
Because higher surface temperatures, and consequently hotter colors, may be produced by several phenomena not related to moisture intrusion, tests are made to verify the findings of the infrared inspection using destructive testing (core cuts - moisture meter) and other non-destructive tests
(capacitance and nuclear). Wet areas found by infrared testing are illustrated with thermographs of infrared images.
Our report is based on information obtained at the site at the given date and time. Over time, conditions change and the information contained in this report may no longer be accurate. Should additional information become available at a later date, we reserve the right to determine the impact, if any, the new information may have on our discovery and recommendations to revise our opinions and conclusions if necessary and warranted. Any areas shown in this report are approximations of anomalies. Exact dimensions of anomalies are not feasible to obtain.
