About this file

This Addendum One document is issued by the Commonwealth of Kentucky Department for Facilities and Support Services Division of Engineering and Contract Administration for Invitation to Bid No. RFB-50-24 regarding Mechanical & Controls Upgrades at Gateway Community & Technical College within the Kentucky Community & Technical College System (KCTCS) in Covington, Kentucky. The project encompasses mechanical equipment and controls upgrades across multiple KCTCS campuses, including the Professional Services Building, Technology, Innovation, Enterprise building, Edgewood campus, and Boone campus. Construction must be coordinated with KCTCS classroom schedules, with controls work prioritized at the Professional Services Building and Technology, Innovation, Enterprise building first, Edgewood campus controls scheduled for summer to minimize classroom disruptions, and Boone campus controls completed last. Factory startup services for new chillers, pumps, and variable frequency drives (VFDs) must be included in bids. The addendum specifies that bidders must acknowledge receipt of the addendum in their proposals and reference the revised unit price list and all specifications and drawing changes distributed by Lynn Imaging.

The bid document requires unit prices for five line items involving the provision and installation of 4-inch, 6-inch, and 8-inch gate valves and 4-inch and 6-inch balance valves in the hydronic system, each measured per unit (EA). All unit prices must include labor, materials, supplies, services, overhead, and profit for the contractor and any subcontractors. Contractors are responsible for paying sales tax on all purchases. The controls work is specified via allowance utilizing a GSA materials and operations labor pricing agreement. A 5 percent bid bond is required at time of submission, and performance and payment bonds are required if the bidder is selected as the low bidder. Chiller equipment is anticipated to arrive in fall 2024, with construction beginning upon chilled water system shutdown. The addendum clarifies that unit prices for installing upgraded thermostats have been removed from the Aids to Advertisement and that no fire alarm work is included in the electrical contractor's scope.

QUESTIONS AND RESPONSES:

1. Question: Are drawings available on Lynn Imaging website?

Response: Yes, the drawings are available for download on the Lynn Imagine website.

2. Question: Is the project phased?

Response: The owner provided the following preference for project phasing.

Regarding the controls – The first two buildings to have controls completed will be the Professional

Services Building and the Technology, Innovation, Enterprise building. The Edgewood campus controls work is to be completed in the summer to limit classroom disruptions due to construction. The Boone campus controls construction can be the last to be completed. The chillers are anticipated to arrive in the fall of 2024 and construction can begin once the chilled water systems are shut down.

3. Question: Fire alarm is referenced on E-1.0. I do not see any fire alarm on any of the other electrical drawings. Is there fire alarm work in the electrical contractors scope? Is this part of the

Emcor allowance? What system is currently on campus if there is work to be performed by the electrical contractor.

Response: There is not any fire alarm scope required.

4. Question: In reviewing the Bid Documents most of the forms that are required to be submitted on MOVEit have “Sample, Do Not Use for Bidding” printed across them. Will the blank forms for the bid be available as an addendum? Also this bid requires a payment and Performance bond. Is there an estimate we can use as our surety request that?

Response: For the Bid Document there is a copy without the “Sample, Do Not Use for Bidding” statement available in the bid package once downloaded from the bid package. Yes, performance and payment bonds are required, if you are the low bidder. A 5% bid bond will be due with your bid.

5. Question: I reviewed the documents again and I don’t see any of the design documents on either

Lynn or BE of KY -- for example: the VAV unit layout at either facility.

Response: The controls are specified via allowance utilizing a GSA materials and OPS labor pricing agreement, which is identified in the special conditions. As such, the VAV unit layout is not required for pricing the project.

6. Question: I don’t see any special allotment specifying Emcor as the preferred controls contractor. Let me know when you get a chance.

Response: The controls are specified via allowance utilizing a GSA materials and OPS labor pricing agreement, which is identified in the special conditions.
