This is Addendum No. 1 to Request for Bid (RFB) No. RFB-129-23 issued by the Commonwealth of Kentucky Department for Corrections, Division of Engineering and Contract Administration, for Cell House 5 Sewer Repair at Kentucky State Penitentiary in Eddyville, Kentucky. The addendum, dated November 11, 2022, modifies the original specifications and drawings and becomes binding upon the issued contract. Key changes include revision of Substantial Completion time from the original specification to 240 calendar days, modifications to temporary facilities and controls specifications, coordination requirements for propane tank and generator placement with existing site grading, and contractor responsibility for temporary support and reinstallation of existing ceiling-mounted devices during piping replacement work. The project is funded under Agency 527, Fund CA63, with PFGW File No. 2236 and Marcum Engineering No. 22697.
The addendum establishes comprehensive requirements for temporary facilities and controls, including a mandatory temporary kitchen and dining facility of 5,280 gross square feet to serve Kentucky State Penitentiary staff and occupants for a minimum 210-day rental period during the 240-day project duration. The contractor must provide two self-contained portable diesel engine generator sets rated at 300 amperes continuous load with specific technical specifications including Tier 4 Final emissions standards and sound attenuation to maximum 66 decibels at 10 feet. The contractor bears full responsibility for all material, labor, and operating maintenance costs for temporary power systems, generator operation, all permits and inspections, facility installation and removal, and coordination of water, gas, electric, and sewer utility hookups. The Owner/User Agency assumes responsibility for replenishing diesel fuel for generators and propane for the kitchen facility. All temporary facilities must be fully operational before any demolition activities commence that would render existing kitchen and dining facilities unusable.
