About this file
This document is an Addendum to an Invitation for Bid (IFB) issued by the California Department of Forestry and Fire Protection (CAL FIRE) for Intensive Trauma Treatment services. The addendum updates the key action dates, with the final bid submission date now September 24, 2024 at 5:00 p.m. and the bid opening on September 25, 2024 at 2:30 p.m. The contract is for providing intensive trauma treatment services to CAL FIRE's Employee Support Services Unit, with an expected volume of 700-900 individuals per year. The services must be provided in-person, though virtual clinical support may be offered upon an employee's departure. Bidder questions and answers are also included in the addendum.
The contract has not been issued before, and CAL FIRE is seeking bids from qualified vendors. The program is voluntary for CAL FIRE employees, with less than 2% of referrals expected to be non-agency. Bidders can apply for small business and Disabled Veteran Business Enterprise (DVBE) certifications, which would provide additional benefits. Sample exhibits are available for review, but there is no required bid format.

Questions and Answers
Question #1 Has this contract been issued before, and can we see a copy of that previous contract?
Answer #1 No, this contract has not been issued before.
Question #2 How many patients are we to expected to see per month/year? On the rate sheet for an estimated cost per day, is that per person?
Answer #2 Average would be 700-900 individuals per year (based off of an 8-year average), rate sheet would be per day per person.
Question #3 Is CAL Fire requiring participation or will it be voluntary of the employees? And how many are anticipated to be referred?
Answer #3 Voluntary program, but once an individual is approved by CAL FIRE, attendance is strongly encouraged. There might be exigent circumstances that prohibit the employee’s attendance, requiring the dates to be modified or cancelled. Less than two percent would be non-agency referrals.
Question #4 If we have applied for a small business certification and do not have our number yet, can we include our application for the small business consideration? Same question for the Target Area Contract Preference Act.
Answer #4 An application can be submitted, but if the business is not active when verifications are being checked then you will not qualify.
Question #5 If our subcontractor is a DVBE does that qualify us for that benefit?
Answer #5 Yes. Refer to IFB Solicitation, Bidder Instructions pdf for that information.
Question #6 We have the ability to give culturally competent counseling sessions virtually for clients wherever they may be.
Is this something that would be compatible with your bid request?
Answer #6 No, sessions must be in-person. As part of the employee’s departure packet virtual clinical support could be offered.
Question #7 Can we see Sample Exhibits A-E prior to submitting bid?
Answer #7 Yes. See IFB Solicitation, Bidder Instructions pdf, all Sample Exhibits are available for review.
Question #8 Is there an acceptable format available that we may use constructing our bid request. I thank you in advance for your assistance.
Answer #8 No special format when submitting a bid applying. Please be sure to read through the IFB Solicitation, Bidder Instructions pdf to complete all required information and documents.
