Questions Received: The following are answers addressing questions received from Bidders to date:

1. Project of this scope often evolve after contract date. This can be due to unforeseen conditions such as geotechnical issues, weather, design assumptions, etc. Therefore, most projects of this scope are contracted and paid as unit price contracts. The use of a unit price contract makes the scope flexible as the owner, engineer, and contractor agree to make changes throughout the length of the contract.

a. Will the owner consider bidding the project as a UNIT PRICE contract?

i. ANSWER: Not at this time.

b. Will the owner be prepared to negotiate and execute change orders, as needed, if the project is bid as LUMP SUM?

i. ANSWER: Yes, See answer to 2.

2. Page 105/160 references a UNIT PRICE SECTION and requires the contractor to submit unit prices as time of bid. Please provide this schedule.

a. ANSWER: Contractor will need to provide schedule and schedule of values upon bid award and that will suffice for change order purposes.

3. Substantial Completion is specified on page 104/160 as 180 days, additionally final completion is listed as 60 days. All work on the project is seasonal and weather dependent.

a. What is the target start date?

i. ANSWER: Target start Date is Fall 2023

b. Will a winter shut down be issued as necessary if work starts in 2023?

i. ANSWER: Yes, there is expected to be a pause in working time for winter weather. The project will need to be left accessible while on hold for weather. The contract time will be halted when asphalt plants close for the season. The contractor has the option to do concrete work while in shut down.

c. Can minor work continue through a winter shutdown if such work meets all temperature limitations?

i. ANSWER: Yes, as much work as possible.

4. Who will administer, inspect, oversee, and verify pay requests on this project?

a. ANSWER: BFW Engineering

5. Is there a detailed AutoCAD, survey, or layout file available?

a. Can this file be made available immediately for pre-bid use?

i. ANSWER: No

b. Can this file be made available prior to construction?

i. ANSWER: Yes

6. Is there a geotechnical report, boring, pavement core, subbase core, or subgrade investigation to determine pavement structure depth and strength of subgrade?

a. ANSWER: See attached Pavement Coring Letter.

7. Please provide a specification and detail for crack filling. This must include details on the epoxy material and method of application.

a. ANSWER: Please see the attached Specification 321218 Asphalt Seal Coating & Crack Sealing.

8. Please provide a specification for seal coat.

a. ANSWER: Please see the attached Specification 321218 Asphalt Seal

Coating & Crack Sealing.

9. Will crack fill be required for any areas getting milled and/or paved?

a. ANSWER: Where milling occurs, crack fill is not required. However, if any areas receive an overlay without milling, crack fill will be required prior to placing the asphalt overlay.

10. Are contractors required to be Kentucky Transportation Cabinet PREQUALIFIED to submit bid on this project?

a. ANSWER: No

11. Will a KYTC Certificate of Eligibility suffice as a bidder’s qualification?

a. ANSWER: No

12. Sheet C3.0 Detail 2 refers to a SOD STRIP. Will a sod strip be required to behind the sidewalk?

a. ANSWER: No, it is located between road and sidewalk in the reduced lane width area.

13. Will an alternate parking stop made from recycled rubber be considered for use

vs. the 3,000 psi stop specified?

a. ANSWER: Curb stops to be replaced should match the material of the curb stops on the existing site.

14. For areas noted “I” and per detail 12, 140 of 160 state 4% soil stabilization is required. 6% is the norm in this area. What is the depth of the existing subbase that is to be stored and reused?

a. ANSWER: 4% stabilization is sufficient for low drive and parking areas, four inches is anticipated for subbase.

15. For areas noted “J” and per detail 5,

a. Is removal of existing aggregate subbase layer required?

i. ANSWER: As required to achieve elevations.

b. Is regrading of the existing aggregate subbase layer required?

i. ANSWER: Yes, as required to achieve grade.

c. Is new aggregate subbase required?

i. ANSWER: For quantity purposes, assume 30% new.

16. Many parking spot labels are indelible, faded, or blacked out. Will parking lot labels such as STAFF or FACULTY be required? Is so, will these details be provided?

a. ANSWER: It is anticipated signage will be used instead. Right now, none required.

17. Asphalt wedge curbs are being used along edges of pavement in many places, possibly of channelization or water management. This curb must be removed to resurface the lots. Will any asphalt new wedge curb be required on the project?

a. ANSWER: We do not anticipate any installation of asphalt wedge curbs.

18. Curb stops are referenced by Note A on some demo plans, while others (C1.7, C1.8, C1.9, C1.11) are not.

a. Are parking bumpers used in parking stalls to be replaced?

i. ANSWER: Yes, see BFW response to question number 19.

b. Are parking bumpers used to delineate edges of pavement to be replaced?

i. ANSWER: No.

19. Many curb stops are cracked, crumbled, or only partially intact. Should new curb stops be provided throughout the job?

a. ANSWER: Per demolition drawings, curb stops shall be carefully removed and stored during construction and reinstalled upon completion of the work as noted on the plans. Not all of them will go back. Care should be taken to ensure that all curb stops maintain their current condition during removal and reinstallation.

20. We have downloaded plans. Do we need to be on a bidder list or plan holders list to bid the project?

a. ANSWER: Current plan holder list is attached to this addendum.

21. Is the contractor to provide any inspection or testing on the project?

a. ANSWER: Yes.

22. Have all public utilities been located and considered as part of the design?

a. ANSWER: Any visible utilities were recorded by surveyors. However, utility investigation by the contractor is still required, as all utilities may not have been identified.

23. Have conduits for existing parking lot lighting, communication lines, and all other private utilities been located during the design process?

a. ANSWER: Any visible utilities were recorded by surveyors. However, utility investigation by the contractor is still required, as all utilities may not have been identified.

24. Shall the contractor cover any public or private utility relocation or repair as part of the bid?

a. ANSWER: It is not anticipated that any utility relocation will be required on this project. However, any damage that occurs to the utilities during construction will be at the expense of the contractor to repair, at no additional cost to the owner.

25. Builders risk insurance is not typically provided on a civil project of this scope. Page

85/160 states the contractor to provide Risk Insurance. Will this be required?

a. ANSWER: Please refer to documents provided by DECA. At this time no deviation is approved.

26. On Sheet C3.0, detail 12, where is soil stabilization used in the drawings?

a. ANSWER: See sheet C1.1, keynote I.

27. Will this project require prevailing wages?

a. ANSWER: No.

RE: Pavement Coring Letter Report

KCTCS Parking Lot & Sidewalk Repairs – WKCTCS

BFW No: 23033

Dear Mr. Brown, Bacon Farmer Workman Engineering & Testing, Inc. (BFW), is pleased to present this summary of our pavement coring investigation at the West Kentucky Community & Technical College that was completed on March 23, 2023. The purpose of our investigation was to determine pavement thicknesses as part of an evaluation for potential pavement resurfacing and sidewalk repairs. Our investigation consisted of advancing pavement cores at thirty six (36) locations. Pavement cores were measured and photographed in the field. All cores consisted of hot mix asphalt (HMA) pavement. No concrete was encountered at the coring locations. Dense graded aggregate (DGA) was present beneath the asphalt at all 36 core locations. A map showing pavement core locations and individual core photographs are appended to this letter. Table 1 summarizes the core thicknesses measured at each location.
