Responding contractors must be properly licensed in North Carolina, comply with E-Verify requirements, and meet insurance and bonding specifications outlined in the original solicitation documents. The work must be completed within 45 calendar days from receipt of Notice to Proceed on a lump-sum basis, with liquidated damages of $250 per calendar day assessed for delays beyond this completion window.
