About this file

This is Addendum One to Invitation to Bid No. RFB-85-27 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for the 26007 AMLBAML AML Project in Muhlenberg County, Kentucky. The addendum, dated October 7, 2026, addresses clarifications and modifications to the original bid specifications regarding drilling operations and grouting work requirements. The document provides binding changes that bidders must incorporate into their proposals in response to this invitation to bid.

The addendum clarifies two primary aspects of the project scope. First, regarding Soil/Rock Drilling and Verification Drilling (bid items 9 and 14), contractors are permitted to use bentonite or polymer drilling fluids in accordance with industry standards and environmental regulations as alternatives to fresh water drilling. However, contractors should anticipate drilling fluid loss when encountering mine works and must be prepared to proceed without fluid ("blind drilling") if necessary. If casing advancement beyond 20 feet becomes necessary due to drilling fluid loss, the contractor bears the cost of additional casing. A water flush of each hole after drilling remains a requirement. Second, the addendum clarifies that KYTC Work Item I39 for Grouting for Ground Improvements is not required for this project, and KYTC drilling requirements do not apply to this work.

ADDENDUM #1 – 26007AMLBAML Muhlenberg Job Corps Subsidence

1. QUESTION: For Soil/Rock Drilling and Verification Drilling (bid items 9 and 14), may the contractor use bentonite or polymer drilling fluid, or is the drilling limited to fresh water? The documents rule out percussion and air-hammer drills and call for a water flush of each hole ahead of the downhole camera, but we don't find drilling fluids addressed. Bentonite and polymer drilling fluids are acceptable when used in accordance with industry standards and environmental regulations. The drillers should be prepared to lose the fluid when the mine works are encountered. When the mine overburden is broken, such as by fractures, the drilling mud will be lost at a depth that is above the desired target depth, and the drilling would need to proceed "blind". If casing needs to be advanced beyond 20 feet due to drilling fluid loss, then the extra casing is at the contractors expense. Flushing each hole with water after drilling is required.

2. QUESTION: Can you please confirm whether KYTC Work Item I39 – Grouting for Ground Improvements is required for the contractor performing the grouting work on this project? If so, is I39 required to be held by the prime contractor, or can the work be subcontracted to a contractor who is prequalified under I39? No, the items mentioned will not be required. KYTC drilling requirements are not a part of this project.
