About this opportunity

Muhlenberg County, Kentucky is requesting bids on exploratory drilling and pit work to verify the #9 seam coal mine and document room-and-pillar locations through downhole camera inspection under RFB-85-27 26007AMLBAML, with bids due October 14, 2026 at 9:30 a.m. Eastern Time and a mandatory site visit on October 2, 2026 at 10:00 a.m. Central Time at the Job Corp parking lot near latitude 37.251316, longitude -87.203665.

The scope includes drilling six-inch-plus-diameter holes cased with PVC pipe to the coal seam, water flushing approximately 400 gallons per hole using a 400–500 gallon water buffalo, and sediment capture systems using geotextile filter bags. Contractors may use bentonite or polymer drilling fluids as alternatives to fresh water drilling in accordance with industry standards and environmental regulations; they should anticipate drilling fluid loss when encountering mine works and be prepared to proceed without fluid if necessary. If casing advancement beyond 20 feet becomes necessary due to drilling fluid loss, the contractor bears that cost. The scope also includes methane monitoring with contingency protocols for area securing or hole plugging if methane is encountered. KYTC Work Item I39 for Grouting for Ground Improvements and KYTC drilling requirements do not apply.

Bids must be submitted exclusively through the Commonwealth's eProcurement system; bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov at least 24–48 hours prior to submission. The Official Bid Document and any required Bid Bond must be combined as a single PDF attachment, with bidders entering $0.00 in the e-procurement system line item and the actual contract amount on the Official Bid Document. Public bid reading occurs via conference call at 11:00 a.m. Eastern Time on October 14. Plans and specifications are available at https://www.stateofkyplanroom.com through Lynn Imaging (1-800-888-0693). Contact Bob Scott, Division of Abandoned Mine Lands (502-803-8745, bobf.scott@ky.gov) or Purchasing Agent Susan Ward (502-226-0335, Susan.Ward@ky.gov).
