About this file

This is an addendum to an Invitation to Bid issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration for the 24081 AMLBAML AML Project in Hopkins County, Kentucky. The addendum, issued on July 3, 2025, clarifies project specifications and contractor responsibilities related to drilling and grouting operations for mine void filling. The contractor is responsible for providing water for project drilling and flushing operations, with a minimum requirement of 400 gallons per core hole delivered at a flow rate of at least 20 gallons per minute, with metered measurement or alternative volume tracking methods. The contractor may arrange a temporary water hook-up through a fire hydrant located adjacent to the project site. The contractor must call 811 to locate all public utilities before commencing work and coordinate with landowners and renters to identify private water lines, septic tanks, leach field lines, and other sewage-related utilities, with drilling and grouting locations adjusted accordingly.

The contractor shall not be liable for damages to nearby residential plumbing or sewer systems caused by drilling or grouting operations; however, should relocation or replacement of septic lines, septic tanks, or water lines become necessary as a result of the project, such work will be performed using utility relocation funds. Engineers and geologists will monitor the mine void filling process to assess any effects on septic systems, lines, and drains, with the contractor bearing no responsibility if these systems are incapacitated by grouting operations. Additional specifications and any changes to project requirements will be distributed by Lynn Imaging.

Addendum 1 for 24081AMLBAML

Question 1: Project Specifications call for 400 gallons of water to flush holes after grouting.

Will water be available at the project site?

Answer: It will be the contractor’s responsibility to provide water for the project drilling as well as the required 400 gallons per core hole for holes that will be flushed. The contractor may be able to arrange a temporary hook-up via a fire hydrant located just adjacent to the project area. Holes will be flushed if they are not filled to refusal with grout and will be left for an extended time or left overnight. In addition, the flush water shall be provided at a minimum flow rate of 20 gallons per minute. The flow should be metered or have another means to measure the volume of water delivered to the bore hole.

Question 2: Will contractor be liable for damages caused by drilling or grouting?

Specifically, plumbing/sewer issues at nearby residences.

Answer: The contractor must call 811 to locate all public utilities. The contractor should work with landowners and renters to locate private water lines, septic tanks, leach field lines, and other utilities associated with sewage treatment. Drilling and grouting locations will adjust according to this information. If relocation or replacement of septic lines, septic tanks or waterlines is necessary, then that work will be accomplished using utility relocation funds. Engineers and Geologists will monitor filling of the mine voids, and what effect it may have on septic systems, lines and drains. The contractor will not be responsible if the systems are incapacitated by the grouting operations.
