About this file
This document is an Addendum #1 to a Request for Quote (RFQ) issued by Marion County, Oregon for Fluorescent Lightbulb Recycling (PW1721-25), released on 9/23/2025. The RFQ seeks a contractor to provide recycling services for various types of fluorescent lighting waste, including tubes and compact fluorescent bulbs, with service frequency varying between weekly at the Salem facility and monthly at the North Marion facility. In 2024, approximately 15.45 tons of waste were collected, and the contractor is required to provide appropriate packaging, including at least 4 gaylords and twenty boxes, while ensuring EPA-compliant recycling or disposal.
The budgetary allocation for waste removal and disposal services is $19,000 in 2024 and $28,000 in 2025, with the current annual spend around $20,000 (approximately $600 per invoice). The current incumbent is Universal Recycling Technologies LLC, and pricing must be submitted on a per-unit basis. Potential contractors are advised that no exceptions can be made to the RFQ, and while a forklift is on-site, it is not available for use by outside entities. Material loading will be performed by site staff, and monthly reports and certifications can be provided at the time of invoicing.
