About this file
This is Addendum No. 1 to Invitation to Bid No. RFB-182-25 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, on behalf of the Kentucky Energy and Environment Cabinet. The addendum addresses the removal of abandoned storage tanks across four counties: McLean, Daviess, Ohio, and Hancock. The project involves the remediation and removal of multiple tank sites with varying equipment, including steel tanks ranging from 100 barrels to 2,500 gallons, fiberglass tanks, plastic tanks, shotgun separators, and associated infrastructure. The addendum corrects an error in the original Attachment H, specifically at tank site T001054 in Daviess County, clarifying that there are 10 total tanks at this location (7 steel 100-barrel tanks plus additional equipment) rather than the originally indicated quantity. All bids must be based on the removal of all tanks at each site, with estimated contaminated soil removal ranging from 7 to 25 tons across the four locations.
The addendum also addresses three bidder inquiries regarding site-specific conditions. At the Daviess County site (T001054), the Division of Oil & Gas has confirmed the tank count correction and provided revised documentation. At the Hancock County site (T001056), the Division will coordinate with the property owner to relocate cattle from the work area prior to tank removal operations. Additionally, the Division has confirmed with the property owner that an electric wire fence located between Tank 3 and Tank 4 at the Hancock County site will be moved to accommodate the removal work, with the contractor required to meet with the property owner prior to commencing work to discuss fence relocation procedures. The file includes a disclaimer stating that the Kentucky Division of Oil and Gas cannot guarantee the accuracy of remediation information and that contractors are responsible for addressing varying site conditions in compliance with Kentucky Revised Statutes 353.562-564.

Kentucky Energy and Environment Cabinet Addendum No. 1
QUESTION: RESPONSE:
1.
While our team was out inspecting the tanks at the various sites, we noticed that there are ten (10) tanks at the T0001054, Daviess County site.
a. There is another 100-barrel steel tank adjacent to “Tank 7”.
See the attached photo, which shows five (5) tanks within the bermed area. Not four (4) tanks as indicated in the drawing.
b. Can you please make sure other contractors are aware of the additional tank, so we are all bidding the same work?
This is correct. There is an error in Attachment H that has now been corrected with this Addendum.
See the Revised Attachment H included with this Addendum. The error appears on Tank Site T001054 in Daviess County. Contractors should note there are (7) 100 bbl Steel Tanks on this site which brings the total tank count to ten (10). See the addition of “Tank 10” in the drawing and the additional photo added to Attachment H. All bids shall be based on the removal of all 10 tanks onsite.
2. At T0001056, Hancock County, there are cattle roaming around the tanks site area. Will the Division of Oil & Gas (Division) coordinate with the property owner to have the cattle relocated so they remain out of the work area and don’t escape the fences area?
Yes, the Division will coordinate with the property owner to have the cattle relocated during the removal of the tanks.
3. At T0001056, Hancock County, there is a wire fence (electric) between Tank 3 and Tank 4. Can the Division confirm with the property owner that we can temporarily remove this wire fencing during the removal process?
a. If not, can you please provide Citywide/Patriot with the contact information for the property owner before the bids are due so we can contact the property owner to discuss options?
Yes, the Division has confirmed with the property owner that the fence will need to be moved to accommodate the work. Prior to commencing work, the Contractor shall meet with the property owner to discuss moving the fence during the tank removal process.
