About this file

This is Addendum No. Two to a Request for Bid issued by the Columbus Consolidated Government's Purchasing Division on behalf of its METRA Transit System for bus shelters on an annual contract basis. The solicitation seeks qualified vendors to supply bus shelters to METRA on an as-needed basis under a three-year contract term. The revised bid form indicates estimated quantities of 15 shelters per fiscal year in two configurations: 8 feet high by 8 feet long by 5 feet deep, and 8 feet high by 12 feet long by 4 feet deep. The contract covers three fiscal years beginning July 1, 2022 through June 30, 2025. METRA orders approximately 5 shelters annually as a single shipment. Bidders must acknowledge receipt of this addendum using the form provided in the solicitation, or their submission may be deemed non-responsive.

The addendum addresses key vendor concerns regarding contract terms and pricing. Lead time requirements have been clarified as flexible to accommodate current national supply chain conditions, with suppliers noting typical industry lead times of 16 weeks or more. All shipping, delivery, and freight charges must be included in the unit price, with no pass-through shipping costs permitted, as METRA consolidates orders into one annual shipment. While the original procurement required fixed pricing throughout the contract term, METRA acknowledges that price increases may be necessary during the contract life and will consider vendor requests for cost adjustments if accompanied by full documentation and justification. Vendors may also notify the City of price decreases to ensure fair market value. The revised bid form requires vendors to submit unit costs for each shelter configuration for all three fiscal years, along with standard documentation including business licenses, warranty information, product literature, federal compliance forms, and DBE/WBE certifications if applicable.

RFB No. 23-0011 Page 2 of 4 Addendum No. Two confirm that contract terms for lead time will be flexible to account for the current national supply chain situation.”

Response: METRA confirms that the contract terms for lead time are flexible due to issues with the current national supply chain.

2. Question: “If shipping cost is to be included in the unit price for each product in the specifications, will the agency provide minimum shipping quantities for each order/shipment?”

Response: METRA orders 5 shelters per year and orders them as one shipment.

3. Question: “Freight cost is a significant expense for shelter manufacturers and is often based upon full truckload costs for delivery. When freight is included in unit pricing, the per item freight costs vary greatly depending upon the amount of product shipped in any single order. Often the cost to ship one shelter is the same as the cost to ship ten shelters, and this is especially true for replacement parts. For example, it may cost $600 to ship a single replacement column, but we can ship 20 columns bulk for

$1,400. That’s $600 per unit or $70 per unit for the same part, which means we could be over-charging or under-charging our customers for simple freight cost simply because of the quantity ordered. In addition, shipping costs are highly volatile, and change based on factors outside our control or the agency’s control. For this reason, our standard practice is to exclude shipping cost from unit prices, and invoice customers for the actual shipping cost of a complete order as a pass-through expense, without mark up. Please consider revising this procurement to allow for pass through shipping cost and remove freight shipping costs from the unit pricing.”

Response: Request denied. METRA orders 5 shelters per year and orders them as one shipment.

Pass through cost pricing is not necessary.

4. Question: “The procurement documents appear to require pricing to be fixed throughout the term of the contract, including extension years. Based on recent experience and current economic conditions, it may not be possible for a manufacturer to guarantee pricing for this term. Global and national economic factors beyond the agency or manufacturers control over just the last 3 years alone – such as economic embargoes, tariff wars, new trade agreements, global pandemic caused labor shortages, material supply shortages, and national supply logistics - have all caused wild fluctuations in the cost of labor, cost of materials, basic supply availability and extended lead times. As an alternative to fixed pricing (which will necessarily require bidders to offer conservative/higher pricing because we can’t predict the economic future) please consider revising this procurement to require pricing fixed and firm for the first year only, with each following year adjusted from the first-year baseline based on the annual percentage change in the Producer Price Index - PPI Series WPS107: Metals and Metal

Products: Fabricated Structural Metal Products.”

Response: METRA understands that, due to current market conditions, pricing may change for the subsequent contract years. If a cost increase is required during the life of the contract, then the vendor will submit a request, along with justification for the price increase, to the City. In the event of a price decrease, METRA will also be notified by the vendor to ensure that the fair market value is upheld.
