About this file

This is Addendum No. Three to Request for Bid (RFB) No. 23-0003 issued by the Columbus Consolidated Government's Finance Department Purchasing Division in Columbus, Georgia. The solicitation concerns the sale of confiscated firearms to a licensed firearms dealer who will provide credit or conduct a swap for Rock River LE2020M rifles with accessories. The addendum was issued on October 21, 2022, and clarifies submission requirements and licensing standards for potential bidders. Per Addendum Two, the bid due date was extended to November 2, 2022. Vendors are required to acknowledge receipt of this addendum using the form provided in the original solicitation; failure to do so may result in the bid being deemed non-responsive.

The addendum addresses three key vendor questions regarding federal tax exemption status, licensing requirements, and bid bond submission procedures. The City confirmed it is federally tax exempt and that the Columbus Police Department must complete federal forms when purchasing firearms. Vendors must possess a Federal Firearms Distributor License and a business license; if their state does not issue a State Firearms Dealer License, vendors must instead provide a letter of good standing from their Secretary of State. Responding vendors must submit both a copy of their bid bond check via DemandStar and mail a physical check to the Purchasing Division, with the exterior of the mailed package clearly displaying the bid number, bid name, and addressed to Sandra Chandler, Buyer.

Confiscated Firearms for Credit or Swap

RFB No. 23-0003

Use the form provided in the solicitation to acknowledge receipt of this addendum. Failure to do so may result in your submittal being deemed non-responsive and not receiving further consideration for award.

Vendors are informed that the above subject Request for Bid (RFB) is hereby modified, corrected, or supplemented as specified, described and set forth in this Addendum:

A. City’s response to submitted questions

1. Question: “Is the City of Columbus GA FED out IE, federally tax exempt?”

Response: Yes, the City of Columbus is federally tax exempt. The Columbus Police

Department must complete a federal form when making firearms purchases.

2. Question: “Section V. Bid Submission Requirements, Item E. State Firearm Dealer License (the

State does not have to be Georgia). The state of TN does not provide or grant State Firearms

Dealer License.”

Response: The user department requires a Federal Firearms Distributor License and a business license. In the event that the vendor’s state does not provide, grant or require a

State Firearms Dealer License, and/or a state or local business license, a letter of good standing from their Secretary of State would be required.

3. Question: “Do we need to send a copy of the Bid Bond with the bid in DemandStar? And mail a physical copy also?”

Response: Responding vendors must include a copy of the check in their DemandStar submission and mail the physical check. The exterior of the mailed package must display the bid number and bid name and be addressed to ‘Attention: Sandra Chandler, Buyer’.
