About this file

This is Addendum No. 3 to the Request for Proposal issued by San Bernardino County's Project and Facilities Management Department for Glen Helen Amphitheater Redevelopment (Project No. ANE127-AE-6504). The addendum amends the proposal timeline for multidisciplinary advisory services to support the redevelopment and long-term operation of Glen Helen Amphitheater. Key dates include a voluntary virtual proposal conference on September 14, 2026 from 11:00 a.m. to 12:00 noon, a deadline for submission of written questions on September 17, 2026, and a proposal submission deadline of October 1, 2026 at 2:00 p.m. In-person presentations and interviews are scheduled for October 13 through October 20, 2026, with a tentative contract award date of November 17, 2026. The initial contract term is two years beginning November 17, 2026, with the County retaining the right to extend subject to approvals and funding availability. The scope encompasses strategic, financial, technical, commercial, and procurement expertise across redevelopment evaluation, market-interest assessment, ownership and operating-structure analysis, and guidance through a competitive procurement process to identify a qualified operator, developer, or partner.

Proposers must submit detailed pricing in a separately sealed Attachment E specifying total not-to-exceed fees, hourly rates for key team members, monthly retainer amounts, commission or success-fee calculations and conditions, and travel and reimbursable expenses. Compensation structures may include fixed fees, task-based fees, monthly retainers, hourly rates, commissions, success fees, or transaction-based fees, with milestone-based payments tied to completion and acceptance of deliverables. The County intends to fund this engagement through previously set-aside funding, with the ultimate investment level and allocation of financial responsibilities to be determined during the advisory engagement. Proposers must register with the County's Electronic Procurement Network (ePro) and submit six hard copies alongside electronic submission, along with required certifications including debarment and suspension, conflict-of-interest disclosures, and insurance affidavits. Proposals remain valid and binding for nine months following submission. The County reserves the right to award one or multiple contracts and reject any or all proposals.
