1. In the “Project Manual” dated August 2019, under Base Bid 1 It states to “Demolish, Remove and dispose of existing site improvements. – Please confirm this only refers to the existing security fence.

Site Improvements include: Security fencing only

2. Please provide a more defined scope for the security fence. Please identify limits of where it is to be new etc.

Security Fencing: A security type fence consisting of a six foot (6’) high, nine (9) gauge, chain-link-type metal (zinc coated steel) fabric with a six inch (6”) high, three (3) strand, four (4) point barbed wire 45 degree anti-climber is to be provided to enclose the areas stipulated on the project drawings.

A number seven (#7) tension wire should be used at the top and bottom of the fabric instead of a support pipe or rail. Fabric at the perimeter fence shall be securely fastened to the fence post.

Hardware used to secure the perimeter fence shall be located on the inside of the perimeter. Bolts securing the fence fabric shall be peened to prevent removal of the nuts.

SEE ATTACHED SKETCH

3. In the “Project Manual” dated August 2019, under Base Bid 2 it states to “Demolish, remove and dispose of and disconnect, re-route, cap or seal existing site utility services and related structures as required” – This is at conflict with comments made at the first walkthrough. Please confirm extent of utility demo required under this contract.

Cut & cap SEWER beyond footprint of structures (if a “dead end”). Cut & cap WATER back to Main.

4. Please confirm if permits or fees should be expected from public utility companies, local, state or federal regulatory agencies as noted in the “Project Manual” dated August 2019. If the contractor is to include costs for this please identify an allowance amount.

Assume a MDE permit would be the only requirement.

5. If the base bid is to include demo of all utilities please define the scope for each utility we encounter. The only drawing provided does not seem to identify all the utilities on site & provides no information on what is required for each utility.

BG&E services are the responsibility of the Owner, See ques. # 3 for W&S.

6. In the “Project Manual” dated August 2019, under Base Bid 4 it states “to include remediation / removal and proper disposal of hazardous materials”. – If this is to be base bid the hazmat report must be made available prior to bid time. Pricing cannot be included without that report. Since the quantity of hazmat material is not identified we recommend unit rates be added to the bid form.

See Addenda item for allowance.

7. In the “Project Manual” dated August 2019, under Base Bid 6 it states “Provide Sediment and Erosion Control plan for approval by the Maryland Department of the Environment (MDE)” – Please confirm that the contract duration would not begin until MDE provides approval as the project clearly cannot start without it (and it is well known that MDE review times can vary widely depending on the reviewer.)

Contract time includes MDE Submittal and Approval.

8. In the “Project Manual” dated August 2019 under 1.2.7 Fill Materials it states the compacted structural fill must support the weight of vehicle parking in the future. Will the Government provide geotechnical testing for confirmation or is this the responsibility of the contractor?

This is the responsibility of the Contractor.

9. If compaction testing is the responsibility of the contractor please identify what type of vehicle weight it must be designed to support.

Standard commercial vehicle parking

10. In the “Project Manual” dated August 2019 under 1.3.1 Scope of Work it states to remove foundation walls and footings. – Please provide depths of foundations and sizes of footings.

Depths of foundations and size of footings are unknown.

11. In the “Project Manual” dated August 2019 under 1.3.1 Scope of Work it states to remove Pavements and curbs. – This is at conflict with other portions of this manual.

Please provide locations for pavement and curb removal. This could impact the overall MDE plan for the site.

Demolition is limited to the building structures, surrounding paving, sidewalks, curb & gutters to remain.

12. In the “Project Manual” dated August 2019 under 1.3.1 Scope of Work it states to remove manholes and covers. – Please provide locations for manholes and covers removal.

Scope of work paragraph 1.3.1 A 4 thru 10 deleted from scope.

13. In the “Project Manual” dated August 2019 under 1.3.1 Scope of Work it stated to remove curb inlets and catch basins. – Please provide locations for curb and catch basin removal.

14. In the “Project Manual” dated August 2019 under 1.3.1 Scope of Work it states to remove Underground Storage Tanks & Underground Petroleum products Piping. – Please provide locations and sizes of underground storage tanks with piping. Will; this be part of the Hazmat report?

15. The “Project Manual” clearly requires a drawing to be submitted depicting the contractors proposed plan to protect the existing to remain structures & a drawing for MDE permit approval. Will there be any other drawings required other than these?

Structural, MEP & Civil

16. If there are no other drawings and specifications required what is the basis for the Governments approval of contractors submittals.

Product data & Shop drawings will be reviewed by the Gov.

17. Demolition is inherently noisy. Please remove item 1.3.7 A.2 in the “Project Manual” – OR- define what excessive noise is.

MDE has transferred noise enforcement authority to local jurisdictions. Refer to MDE noise control program standards for construction activity.
