About this file
This Addendum No. 2 is a Questions and Answers document issued by the Florida Fish and Wildlife Conservation Commission (FWC) regarding the Babcock Ranch Preserve Road Work solicitation (FWC 26/27-30). The addendum addresses eight questions submitted by prospective bidders regarding project requirements, specifications, and implementation procedures. Key clarifications include confirmation that subcontractor references may satisfy one of the three required references under the Collective Experience provision; specifications for contractor licensing and insurance requirements per Chapter 287, Florida Statutes and Chapter 60A, Florida Administrative Code; clarification that DOT B02 material certification may be provided after award and before the Notice to Proceed; confirmation that the capped grading and spreading mileage is 1.29 miles with a total project scope not exceeding 5,280 tons; confirmation that JR Federal Solutions was permitted to sign in late at the mandatory pre-bid conference; and specifications regarding contractor responsibility for road damage caused by project equipment. The bid deadline remains 2:30 PM ET on Monday, October 12, 2026, with an anticipated award date of October 15, 2026.
The addendum clarifies operational parameters for the project, including that the awarded contractor is responsible for grading and rehabbing access roads only if damage was caused by the contractor's equipment or trucks; that the Muse side entrance may be used for stockpiling with the contractor assuming liability for any road damage; and that FWC cannot guarantee pre-grading of roads from Bermont Road to Brown's Farm Grade Road prior to project commencement. All prospective bidders must comply with protest procedures outlined in Section 120.57(3), Florida Statutes and Chapter 28-110, Florida Administrative Code, with formal protests to be filed with the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160. The addendum was issued October 6, 2026 by FWC Procurement Manager Xavier Wilson.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
Page 19 requires three references and limits references involving personnel previously unaffiliated with the bidder. If J&R proposes an experienced subcontractor to perform the road work, may that subcontractor’s completed projects satisfy any of the three required references? Please clarify whether the collective-experience provision applies to proposed subcontractor personnel or only to the bidder’s employees.
ANSWER #1
Yes. A proposed subcontractor’s completed project may be considered under the Collective Experience provision, provided the subcontractor personnel associated with that referenced project are proposed to perform the applicable work under this project. No more than one (1) of the required references may be based on such unaffiliated/collective experience and must be identified under Reference 4 – Collective Experience. The remaining required references must demonstrate similar work performed by the Bidder.
QUESTION #2
Please identify any specific contractor license classification required of the prime or performing subcontractor, along with the required commercial general liability and automobile liability limits.

The Contractor shall be licensed as necessary to perform under this Purchase Order as may be required by law, rule, or regulation; and shall provide evidence of such compliance to the Commission upon request. By acceptance of this Purchase Order, the Contractor warrants that it has the capability in all respects to fully perform the Purchase Order requirements and the integrity and reliability that will assure good-faith performance as a responsible Bidder, and that the Contractor shall comport with Chapter 287, F.S., Chapter 60A, F.A.C., and all other applicable rules and laws.

The mileage to be graded and spread is capped at 1.29 miles. The total project, including 1.29 miles of graded and spread materials plus the stockpile is estimated to be no greater than 5,280 tons of DOT B02 with the specifications provided. This distance for the mileage includes the start of the project at the intersection of

After all specifications have been met, all materials may go to the stockpile described along Oil Well Road.
