About this file

This document is an Addendum No. 2 for an Invitation to Negotiate (ITN) issued by the Florida Department of Transportation's Turnpike Enterprise for the SunTrax Test Facility Operator contract. The addendum modifies the original solicitation, primarily extending the replies due date from May 20, 2025 to June 18, 2025, with the public opening scheduled for 3:00 PM on the same day. The contract seeks a qualified operator to maintain and manage the SunTrax Test Facility, a cutting-edge transportation technology research and testing facility located in Auburndale, Polk County. The initial contract term will be five years, beginning around August 1, 2025, with potential renewal options for up to five additional years.

The addendum includes several key modifications to the original solicitation, such as revisions to general contract requirements, financial plan details, and operational specifications. The selected operator will be required to provide a $7.5 million performance bond and will be responsible for comprehensive facility management, including maintenance, cybersecurity, pest control, and IT infrastructure. The financial approach allows for monthly availability payments or variable revenue share structures, with the Department emphasizing the need for a competitive pricing model and a sound utilization strategy. The document also outlines specific requirements for maintenance plans, information technology approaches, and operational protocols, indicating a complex and sophisticated operational environment for the test facility.

LOW-FRICTION ASPHALTIC CONCRETE TSP(T39906) Page 2 of 3

SECTION T39906 LOW-FRICTION ASPHALTIC CONCRETE

T39906-1 Description: Construct Low-Friction Asphalt Concrete pavement with a Superpave Asphaltic Concrete Type SP-9.5 mixture in accordance with FDOT Specification 334, and with additional requirements to achieve a low friction surface intended for placement on an automotive test track.

T39906-2 Materials: Meet the Materials requirements specified in FDOT Specification 334.

T39906-2.1 Aggregates: Select aggregates that conform to the acceptance requirements of this Technical Special Provision. The Engineer shall be notified of aggregate alternatives that can achieve acceptance but do not conform to all requirements of FDOT Specification 901 or Specification 902.

T39906-3 General Composition of Mixture: Meet the General Composition of Mixture requirements specified in FDOT Specification 334.

T39906-4 Producer Process Control (PC): Meet the Producer Process Control requirements specified in FDOT Specification 334.

T39906-5 Acceptance of the Mixture: Meet the Acceptance of the Mixture requirements specified in FDOT Specification 334.

T39906-5.1 Gradation Acceptance: Evaluate the average gradation for the LOT. Test results Passing 1/2-inch Sieve shall be greater than 99.5%.

T39906-5.2 Straightedge Acceptance: Evaluate pavement smoothness with a 3.00 meter straightedge and a wedge gauge, each certified to conform to EN 13036-7. Straightedge testing shall be performed every 50 feet in both wheel paths in both the longitudinal and transverse directions. The measured gaps beneath the straightedge shall not exceed 3 millimeters.

T39906-5.3 Texture Acceptance: Pavement texture shall be uniform and isotropic.

Evaluate pavement texture by mean texture depth (MTD) according to ASTM E 965-96 (Reapproved 2006). Testing for MTD shall be performed every 50 feet in both wheel paths. The measured MTD shall be 0.55±0.15 millimeters.

T39906-5.4 Friction and Water Depth Acceptance: Evaluate the peak braking force coefficient (PBFC) with an instrument certified to conform the requirements of ASTM E 1337 using a test tire certified to conform to the requirements of ASTM E 1136-93 (Reapproved 2003). Testing shall be conducted at 65 km/h. Prior to testing, the surface shall be wetted for a minimum of 30 minutes. Water shall be supplied continuously during friction testing. The whole surface shall have a water depth of 1.0±0.5 millimeters, as measured from peaks of the pavement texture. Apply a temperature correction equal to 0.0035 x (T-20) for a wetted road surface temperature of T (in degrees C) by adding to the measured PBFC. The average PBFC with the temperature correction applied shall be 0.7±0.1. If necessary to achieve acceptance for Friction, break-in the surface using methods approved by the Engineer.

T39906-5.5 Surface Requirements: Remove and replace asphaltic concrete that does not conform to all acceptance requirements of this Technical Special Provision, at no additional cost to the Department. Neither grinding nor milling will be permitted.

STEEL PLATE SURFACE PAVEMENT TSP(T39905) Page 2 of 3

SECTION T39905 STEEL PLATE SURFACE PAVEMENT

T39905-1 Description: Construct Steel Plate Surface Pavement by mounting stainless steel plates on a cement concrete pavement foundation, with additional requirements to achieve a low friction surface intended for installation on an automotive test track.

T39905-2 Materials: Materials used in the steel plate surface pavement shall meet the requirements in FDOT Specification 350 for cement concrete pavement.

T39905-2.1 Steel plate: Select Grade 304 or 316 stainless steel plate, 15 feet in length, 6 feet in width, and 1/4 inch in thickness.

T39905-2.2 Mounting hardware: Select Grade 304 or 316 stainless steel for all hardware to affix steel plates to the cement concrete pavement foundation.

T39905-2.3 Concrete reinforcement and dowels: Select Grade 304 or 316 stainless steel or FRP for all reinforcing steel and dowels in the cement concrete pavement foundation.

T39905-3 Shop Drawings: Submit shop drawings for all components of the steel plate surface pavement. Ensure the submitted shop drawings meet the requirements of 5-1 and any additional Contract Document requirements.

T39905-4 Construction: Construct the steel plate surface pavement using a sequence and methods shown in the approved shop drawings, and as specified in FDOT Specification 350 for cement concrete pavement.

T39905-4.1 Steel plate edges: Remove material from edges of steel plates as necessary to permit free movement between steel plates at joints above cement concrete joints. The gap between adjacent plates shall not exceed 1/2 inch. Edges of steel plates shall be smoothed or rounded as necessary to avoid damage to tires.

T39905-5 Acceptance: Meet the acceptance requirements specified in FDOT Specification 350 for cement concrete pavement.

T39905-5.1 Straightedge Acceptance: Prior to installing the steel plate, evaluate smoothness of the cement concrete pavement with a 3.00 meter straightedge and a wedge gauge, each certified to conform to EN 13036-7. Straightedge testing shall be performed every 20 feet in both wheel paths in both the longitudinal and transverse directions. The measured gaps beneath the straightedge and the surface of the cement concrete pavement shall not exceed 2 millimeters.

Correct all non-conforming areas by diamond grinding or other method approved by the Engineer.

T39905-6 Method of Measurement.

The quantity to be paid for will be the number of steel plate surface pavements, completed and accepted.

T39905-7 Basis of Payment.

Price and payment will be full compensation for all the work specified in this Technical

Special Provision, including furnishing all labor, materials; tools, equipment, supplies, supervision, and incidentals necessary as shown on the plans, as specified in this Technical
