About this file

This document is an Addendum #1 for a Request for Qualifications (RFQ) for a Construction Manager at Risk (CMAR) project issued by the Harnett County Finance Department for an Animal Adoption Center. The project is seeking a CMAR for construction services, with a preliminary estimated budget of $10 million and a targeted construction start date of June 2026, which is subject to design and permitting progress. The county will manage the project with in-house oversight, and the architect selection is being handled internally.

The project will be funded through a combination of general funds and county bonds. No specific Minority/Women/Veteran Business Enterprise (MWBE) goals have been established at this time. Proposers are advised to assume an AIA contract form template and should note that executed Appendix documents and the Surety Letter will not count against the 25-page submission limit. Site due diligence reports, including geotechnical, environmental, utility mapping, and survey documents, have already been posted for potential bidders to review.
