About this file
This document is a Phase I Environmental Site Assessment (ESA) prepared by GeoTechnologies, Inc. for Smith Gardner, Inc. on behalf of Harnett County, North Carolina, concerning a 10-acre parcel located on US Highway 421 N in Lillington. The assessment was conducted in accordance with ASTM E-1527-21 standards to evaluate the environmental conditions of a property intended for the development of the Harnett County Animal Shelter and Adoption Center. The site reconnaissance was performed on December 19, 2024, and involved a comprehensive review of historical records, regulatory databases, and a visual inspection of the property and surrounding areas.
The environmental assessment revealed no Recognized Environmental Conditions (RECs), Historical RECs, or Controlled RECs. The subject property is currently undeveloped woodland with some scattered household debris and an old horse barn nearby. Historical land use indicates the property was primarily used as farmland from at least 1950 until the late 1990s, after which it became wooded. Surrounding properties include woodland, a pond, and farmland. No evidence of underground or aboveground storage tanks, hazardous substances, or petroleum products was observed. The environmental professionals concluded that no further environmental assessment is warranted at this time, supporting the potential development of the animal shelter facility.

4.1 SUMMARY
GeoTechnologies, Inc. has conducted a Phase I ESA for an approximately 10 acre parcel located on US 421 Hwy N in Lillington, Harnett County, North Carolina (Subject Property). We understand that the development of the Harnett County Animal Shelter and Adoption Center is being considered for the Subject Property. The purpose of this assessment is to identify any Recognized Environmental Conditions (RECs), Historical RECs, or Controlled RECs, as defined by ASTM E-1527-21, in connection with the Subject Property.
GeoTechnologies personnel performed a visual reconnaissance of the Subject Property on December 19, 2024. The Subject Property was comprised of woodlands including heavily overgrown areas in the northeast section. Some scattered household type debris and several old appliances were observed on the Subject Property. A horse barn was observed in proximity to the western boundary of the Subject Property. No stained soil, stressed vegetation, or hazardous type debris was observed on the Subject Property. Additionally, no aboveground storage tanks (ASTs) or evidence of underground storage tanks (USTs) were observed on the Subject Property.
The following land conditions were observed on adjoining properties:
• North – Heavily overgrown woodland,
• West – Woodland, a pond, and a home site (a horse barn was positioned in proximity to the western border of the Subject Property),
• East – Woodland, an access path, and an old tobacco barn, and
• South – US 421 Hwy N with farm fields farther south.
No visual evidence of any adjoining operations, considered likely to adversely impact the environmental condition of the Subject Property, was observed.
GeoTechnologies reviewed an environmental database report obtained from EDR, Inc. to perform a search of environmental regulatory records. The Subject Property was not listed as the site of any environmental incident or regulated activity. Additionally, no incidents or regulatory activity were found within the ASTM E-1527-21 search area.
Historical use of the Subject Property was evaluated by reviewing aerial photographs, city directories, Harnett County tax data, and USGS topographic maps. The earliest historical source found was a 1950 aerial photograph which showed the Subject Property as an open farm field accessible from a soil path on the east. Aerial photographs dated 1961, 1964, 1973, 1976, 1980, 1983, and 1993 show the Subject Property as an open farm field with US 421 farther south. Fields on the Subject Proeprty appear to have been abandoned around the time of a 1999 aerial photograph and is shown as wooded in aerial photographs dated 2006 through 2012. The northeastern section of the Subject Property appears to have been cleared around the time of a 2016 aerial photograph and this area has since become overgrown. Historical USGS topographic maps dated 1974 and 1981 generally corroborate the conditions observed in the aerial photographs. No city directory listings or Sanborn fire insurance maps for the Subject Property were available.
The historical sources listed above were also used to identify the historical land use of adjoining properties. The land to the west consisted of woodland and fields in 1950. A pond is apparent to the west beginning in 1961. Farming occurred on this parcel until around the late 1990s. The residence and ancillary buildings to the west were built circa 2016. Woodland and/or farm fields have existed on adjoining property to the north from at least 1950 with fields becoming abandoned around the late 1990s. Some
Page: 3 clearing occurred to the north circa 2016. Land to the east includes farm fields from 1950 through the 1990s. A tobacco barn is apparent east of the northeastern side of the Subject Property until around 1983.
More recent aerial photographs did not depict this barn because of heavy vegetative growth. Farm fields were apparent to the south in a 1950 aerial photograph. Between 1950 and 1961, US 421 was constructed with farmland existing beyond the highway.
GeoTechnologies has conducted a Phase I ESA in general conformance with the scope and limitations of ASTM Practice E-1527-21 of the Subject Property. Any exceptions to or deletions from this practice are described in Section 4.2.4 of this report. No RECs, HRECs, CRECs, or significant data gaps were identified by the Phase I ESA. Accordingly, additional environmental assessment does not appear to be warranted at this time.

4.2 INTRODUCTION
4.2.1 PURPOSE
The purpose of the Phase I ESA was to evaluate the current and historical conditions of the Subject Property in an effort to identify Recognized Environmental Conditions (RECs), Historical RECs, and Controlled RECs in connection with the Subject Property.
A REC is defined by new, ASTM E-1527-21, standard as: the presence of hazardous substances or petroleum products in, on or at the Subject Property due to a release to the environment; (2) the likely presence of hazardous substances or petroleum products in, on or at the Subject Property due to a release or likely release to the environment; or (3) the presence of hazardous substances or petroleum products in, on or at the Subject Property under conditions that pose a material threat of a future release to the environment. De minimis conditions are not considered RECs. De minimis conditions do not represent a threat to human health or the environment and would not be subject to enforcement action if brought to the attention of appropriate regulatory agencies.
A Historical Recognized Environmental Condition (HREC) is defined by new ASTM standard as: a previous release of hazardous substances or petroleum products affecting the Subject Property that has been addressed to the satisfaction of the applicable regulatory authority or authorities and meeting unrestricted use criteria established by the applicable regulatory authority or authorities, without subjecting the property to any controls (for example activity and use limitations, or other property use limitations).
A Controlled Recognized Environmental Condition (CREC) is defined by the new ASTM standard as:
a recognized environmental condition affecting the Subject Property that has been addressed to the satisfaction of the applicable regulatory authority or authorities with hazardous substances or petroleum products allowed to remain in place subject to implementation of controls (for example, activity and use limitations or other property use limitations).
The identification of RECs, HRECs, and/or CRECs in connection with a property may impose an environmental liability on owners or operators of the Subject Property, reduce the value of the Subject Property, or restrict the use or marketability of the Subject Property, and therefore, further investigation could be warranted to evaluate the scope and extent of potential environmental liabilities.
4.2.2 SCOPE OF SERVICES
The Phase I ESA conducted at the Subject Property was in general accordance with ASTM Standard E 1527-21 and included the following:
● Review of the current and historical land use of the Subject Property and adjoining properties
● Records review
● Interviews with regulatory officials and personnel associated with the subject and adjoining properties
● A site visit
● Evaluation of information and preparation of the report provided herein
No non-scope considerations, such as a wetlands survey or analytical testing, were included as part of this Phase I ESA.
Page: 5
4.2.3 SIGNIFICANT ASSUMPTIONS
There is a possibility that even with the proper application of these methodologies there may exist on site conditions that could not be identified within the scope of the assessment, or which were not reasonably identifiable from the available information. GeoTechnologies believes that the information obtained from the record review and the interviews concerning the site is reliable. However, we cannot and do not warrant or guarantee that the information provided by others is accurate or complete. The methodologies of this assessment are not intended to produce all-inclusive or comprehensive results, but rather to provide the client with information relating to the property. The basis for our estimation of groundwater flow was that the groundwater gradient generally follows the surface topography of the area.
4.2.4 LIMITATIONS AND EXCEPTIONS

4.6.10 PHYSICAL SETTING
In order to evaluate the physical setting of the Subject Property, we reviewed a USGS 7.5-minute topographic map and reviewed geologic information.
The Subject Property is located in the Coastal Plain Physiographic Province of North Carolina.
The near surface soils in the area of the Subject Property generally consist of sands, clays, and silts which have eroded from the Piedmont Uplands and been deposited by streams. Geologically, the Subject Property is located within the Middendorf Geologic Formation which is comprised of sand, sandstones, and mudstones which were deposited during the Cretaceous Period approximately 63 to 138 million years ago.
Frequent migration of the shoreline over the last two million years has redistributed the sedimentary soils originally deposited by streams and has resulted in the primarily level Coastal Plain topography.
The USGS Mamers topographic map, made in 2022, shows the Subject Property at elevations of approximately 330 to 340 feet and drainage appears to be generally north and north-northeast towards a tributary of Cape Fear River.
The NRCS soil survey indicates that soils at the Subject Property are comprised of Fuquay loamy sand, 0 to 6 percent slopes and Fuquay gravelly loamy sand, 0 to 6 percent slopes. Fuquay loamy sand is classified as well drained and was formed from sandy marine deposits over loamy marine deposits. Fuquay gravelly loamy sand is classified as well drained and was formed from loamy marine deposits.
National Wetland Inventory Maps indicate no wetland areas within the boundary of the Subject
Property. The verification of the presence of wetlands is outside of the ASTM E-1527-21 scope of work.
4.6.11 HISTORICAL USE INFORMATION ON THE PROPERTY
Historical information identifying past land uses was obtained by reviewing aerial photographs, Sanborn fire insurance maps, city directories, USGS topographic maps, and tax records.
GeoTechnologies obtained historical aerial photographs from Harnett County GIS and EDR.
Copies of the referenced aerial photographs are attached within Appendix 3.
Year Source Description 2021 Harnett
Co. GIS The Subject Property is comprised of undeveloped woodland.
2020 EDR The Subject Property is shown in a similar condition as was observed in the 2021 photograph.
2016 EDR The Subject Property is shown in a similar condition as was observed in the 2021 and 2020 photograph except that clearing of trees occurred on the northeastern section of the Subject Property.
2012 EDR The Subject Property is shown as undeveloped woodland.
Page: 13
2009 EDR The Subject Property is shown in a similar condition as was observed in the 2012 photograph.
2006 EDR The Subject Property appears to be more sparsely wooded and may consist of recently overgrown fields.
1999 EDR The Subject Property appears to consist of fallow fields.
1993, 1983, 1980, 1976, 1973, 1964, EDR The Subject Property was comprised of farm fields bounded by US-421 N on the south.
1950 EDR The Subject Property consisted of farm fields accessed from a dirt path to the east.
No Sanborn map coverage of the Subject Property exists. The Sanborn maps were generally restricted to urbanized areas and older industrial sites. A search of City Publishing directories published between 2020 and 1992 was checked on approximately five year intervals. No listings for the Subject Property were found. The surrounding area was generally rural residential.
A review of historical USGS topographic maps was performed. The 1997 map shows the Subject Property as mostly fields with some woodland on the northern section of the Subject Property. Maps made in 1987, 1980, and 1973 show the Subject Property as fields and woodland with a farm pond. The USGS maps do not show any structures on the Subject Property.
Current and historical farming activities on the Subject Property likely involved the application of fertilizers, pesticides, and herbicides; however, there are no violations if they were utilized in accordance with manufacturers’ specifications. The potential for adverse environmental impact from past farming activities is presently considered low.
4.6.12 HISTORICAL USE INFORMATION ON ADJOINING PROPERTIES
The historical sources listed above were also used to identify the historical land use of adjoining properties. The land to the west consisted of woodland and fields in 1950. A pond is apparent to the west beginning in 1961. Farming occurred on this parcel until around the late 1990s. The residence and ancillary buildings to the west were built circa 2016. Woodland and/or farm fields have existed on adjoining property to the north from at least 1950 with fields becoming abandoned around the late 1990s. Some clearing occurred to the north circa 2016.
4.6.13 PREVIOUS ENVIRONMENTAL ASSESSMENTS
No previous environmental assessments were reviewed are or known to have been performed at the
4.6.14 DATA GAPS
After reviewing available sources of information regarding the Subject Property, GeoTechnologies encountered the following data gaps:
Page: 14
• Some of the intervals between documented historical sources exceeded five years.
• Historical use of portions of the Subject Property as farmland, extended prior to 1950, the earliest ascertainable historical source.
None of the data gaps encountered are believed to have significantly affected the ability of the environmental professionals involved on this project to identify RECs in connection with the Subject
