About this file

This Addendum No. 1 modifies the Request for Proposals (RFP) for Construction Management-at-Risk (CMAR) services issued by the City of Anna, Texas for the Police Department Headquarters project. The addendum, dated September 16, 2026, clarifies proposal evaluation criteria and provides sample contract documents to prospective proposers. The project involves designing and constructing a new 28,000-square-foot Police Headquarters facility located at 9672 County Road 423 in Anna, Texas, approximately 1.25 miles south of the existing police station. The facility will house Police Administration, Patrol, Criminal Investigations, Records, Community Services, and shared functions, along with a storm shelter and backup Emergency Operations Center. A separate 2,300-square-foot auxiliary building will provide vehicle processing bays, storage for equipment, and overflow evidence storage. The site design includes secured fencing, automatic gates, covered parking for up to 50% of fleet vehicles, and a semi-covered outdoor courtyard. Design phase bidding is estimated to commence in January 2027, with construction anticipated to start in April 2027. The architect is Parkhill, Smith & Cooper, Inc., located in Frisco, Texas, with Bryan Smith designated as the Project Manager.

The addendum addresses multiple clarifications from prospective bidders regarding missing landscape plans, construction schedule duration, contract document availability, and proposal submission requirements. Key modifications include confirmation that Item L of proposal submissions should be the Letter of Intent to Issue Performance and Payment Bonds, with "Other Relevant Factors" excluded from the evaluation criteria. The sample AIA Document A133-2019 (Standard Form of Agreement Between Owner and Construction Manager as Constructor) and AIA Document A201-2017 (General Conditions of the Contract for Construction) are provided as references but have not been modified; final modifications will occur during negotiations with the selected CMAR. The CMAR Question Log indicates that no pre-submittal conference will be held, irrigation plans are not currently available but will follow City of Anna standards, and the furniture for the Real Time Crime Center will be procured separately while AV systems will be included in the CMAR scope. The City of Anna anticipates managing the project internally in coordination with the design team and the selected CMAR, with no separate owner's representative or project management firm to be procured.

DRAFT 9/8/2026 11:51 AM (CT) ccarpentier@agcm.com

I was looking through some IMS postings this morning and noticed you are looking for a CMAR for the new police station in Anna. We are not a

CMAR firm, but we are hired by cities like Anna as an owner's representative project management firm to oversee the entire project.

We have a wealth of experience in the public safety sector, and we are based here in DFW. If you are planning to hire an owner's representative project management firm for the new police station, we would love to submit. Do you know if that is the direction the city is going and if so, can

I introduce my team to you and the city before the RFQ drops? I have a great team in the North Texas Region, and we would love to have the opportunity to be considered if there is a plan to bring a firm like AG|CM on board.

At this time, the city plans to manage the project internally in coordination with our design team and the selected CMAR. We are not currently planning to procure a separate owner's representative or project mangement firm for this project. We appreciate your interest in working with the city and encourage you to monitor future opportunities with the City of Anna.

DRAFT 9/14/2026 08:50 AM (CT) sydneyfreeman@coreconstruction.com

We are preparing our response to the City of Anna's RFP for Construction

Management-at-Risk Services for the City of Anna Police Department HQ and need clarification regarding an inconsistancy in the proposal evaluation criteria.

Document 00 11 19, "Request for Proposals," identifies item L as the

Letter of Intent to Issue Performance and Payment Bonds. However, Docuement 00 21 16, "Instructions to Proposers," identifies item L as

"Other relevant factors" and item M as the Letter of Intent to Issuew

Performance and Payment Bonds.

Additionally, the instructions to Proposers state that the requested information should be organized and lettered in the exact order of the selection criteria listed under the "Basis of Proposals."

Please clarify the following:

Should item L be "other relevant factors" or the lLetter of Intent to Issue

Performance and Payment Bonds?

Should the Letter or Intent be submitted as item M?

If "Other relevant factors" is intended to be included, pleaseconfirm the correct proposal organization for items L and M.

Item L should be the Letter of Intent to Issue Performance and Payment

Bonds , and Other Relevant Factors is not intended to be included. 9/14/2026 08:50 AM (CT) PUBLIC

If the Architect or Construction Manager suggests alternative materials and systems, the Construction Manager shall provide cost evaluations of those alternative materials and systems.

§ 3.1.6.2 As the Architect progresses with the preparation of the Schematic Design, Design Development and Construction Documents, the Construction Manager shall prepare and update, at appropriate intervals agreed to by the Owner, Construction Manager and Architect, an estimate of the Cost of the Work with increasing detail and refinement. The Construction Manager shall include in the estimate those costs to allow for the further development of the design, price escalation, and market conditions, until such time as the Owner and Construction Manager agree on a Guaranteed Maximum Price for the Work. The estimate shall be provided for the Architect’s review and the Owner’s approval.
