About this file
This is Addendum No. 1 to a Request for Information (RFI) issued by the Florida Department of Environmental Protection (DEP) for an enterprise Volunteer Management System (VMS). The Department seeks information from interested entities regarding both Software as a Service (SaaS) solutions and custom-built systems to consolidate its currently fragmented volunteer management operations. The Department manages approximately 31,000 volunteers, administered by approximately 295 volunteer coordinators and managers supported by five system administrators, and anticipates requiring 300 total licenses (five system administrator licenses and 295 administrator licenses). Written questions from vendors were due July 14, 2026, with answers posted on or about July 21, 2026. RFI responses are due August 6, 2026, by 3:00 p.m. Eastern Time via email to Procurement Officer Wanda Norton. The Department reserves the right to request vendor demonstrations at its discretion and at no cost to the Department. This RFI is strictly for information-gathering purposes; no contract will be awarded based on submissions, though a competitive procurement may be issued at a later date if the Department pursues the project.
The RFI does not specify a predetermined budget or identify a funding source. Vendors proposing SaaS solutions must provide fixed-price estimates covering licensing costs, annual support rates, upgrades and maintenance costs, third-party license requirements, implementation and migration fees, and typical implementation timelines. Vendors proposing custom-built solutions must submit labor categories with hourly rates, estimated hours per category, and total project costs covering implementation, licensing, support, and maintenance. Vendors listed on Florida Alternative Contract Sources, State Term Contracts, GSA schedules, or other cooperative purchasing agreements should identify those vehicles in their submissions. All RFI responses and attachments become the exclusive property of the Department and will not be returned. Upon submission, responses become public records subject to Florida's Public Records Act unless specifically asserted as exempt, confidential, or trade secret material and properly segregated and marked. The Department reserves the right to use or reject any information supplied and to request vendor demonstrations at no cost.
