About this file
This is an Addendum No. 1 Q&A document for a Request for Information (RFI) issued by the Florida Department of Environmental Protection regarding a Volunteer Management System. The RFI seeks information from interested vendors to consolidate the Department's management of approximately 31,000 volunteers currently operating through multiple disjointed Software-as-a-Service implementations. The system will serve approximately 295 volunteer coordinators and managers plus five system administrators, requiring a total of 300 licenses (five administrator licenses and 295 standard administrator licenses). Vendors may propose either a Software-as-a-Service solution or a custom-built system. Questions regarding the RFI were due July 14, 2026, with answers posted on or about July 21, 2026, as reflected in this addendum. The original RFI response deadline is August 4, 2026 at 3:00 p.m. Eastern Time.
For SaaS solutions, vendors must provide fixed-price estimates encompassing licensing costs, support rates, implementation fees, and annual maintenance costs. For custom-built solutions, vendors must submit labor categories with hourly rates and estimated hours. The Department has specified no predetermined budget or funding source for this initiative. All RFI responses will become public records subject to Florida's Public Records Act and will become the exclusive property of the Department. The Department reserves the right to request vendor demonstrations at its discretion at no cost to the Department. Respondents must use amended versions provided in the addendum when preparing their responses, as the addendum has replaced all previous versions in their entirety. This RFI is strictly an information-gathering exercise with no contract award based on RFI submissions, though a subsequent competitive procurement may follow if the Department decides to proceed.
