About this file

This Addendum No. 1 is a Questions and Answers document issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 26/27-24, "Okaloacoochee Slough WMA Fire Line Installation." The project involves installing new fire breaks consisting of approximately 36 miles of fire lines and clearing approximately 2 miles of vegetation to establish a 50-foot right-of-way along area boundary lines at the Okaloacoochee Slough Wildlife Management Area in Hendry County. Bidders must provide unit pricing per tenth mile for both right-of-way clearing and fire line installation. The mandatory pre-bid conference and site visit occurred on September 24, 2026, and all bid responses must be received by 2:30 PM ET on Tuesday, October 13, 2026. The contract is for an initial one-year term effective upon purchase order issuance, with work to begin within thirty days and be completed by June 30, 2027. The FWC has the option to renew the contract yearly for up to three additional years. The anticipated award date is October 16, 2026.

Key clarifications from the addendum address project scope and execution. The project involves only new fire line installation, not renewal or maintenance of existing breaks. All work must be completed in one mobilization rather than in sections. Partial payments will be allowed for satisfactorily completed portions of the project on a Net 30, 60, or 90-day basis as specified in Attachment A. The total estimated budget for the initial term and all renewal years is $330,000. Specific vegetation exceptions apply throughout the 50-foot right-of-way, permitting certain oak, pine, and cypress trees to remain if they do not interfere with the specified root-raked or disked lines. All cabbage palms must be mulched rather than uprooted or disposed of by alternative methods. Work may not occur during quota hunts, which the FWC Project Manager will coordinate with the contractor. Vegetation may remain on site and does not require off-site hauling. Renewal year pricing must be included in the total evaluated bid, though maintenance of fire lines is not included in this project scope.

I've read over the scope of work. Are these renewing existing firebreaks or new firebreaks all together?

ANSWER #1

This project is to install new fire breaks.

QUESTION #2

For the timeframe, is this project being completed in sections or start to finish?

ANSWER #2

The intent for the initial term of this project is for all work to be completed with one mobilization.

QUESTION #3

Can I visit the site any time beforehand or do I need to wait for the scheduled meeting time?

ANSWER #3

The WMA is open to the public.

QUESTION #4

I see the bid is requesting for 1/10's of a mile to measure completion and for payment. What is the payment process on these projects? Net 30,60,90?

ANSWER #4

Partial payments will be allowed for satisfactorily completed portions of the project. Please see Attachment A, Section 3. Payment and Fees for payment information and timeline.

QUESTION #5

Is there an estimated budget for the right-of-way clearing and fire line installation?

ANSWER #5

The total estimated budget for the initial term and all renewal years is $330,000

QUESTION #6

Section 2.2 calls for clearing all vegetation within the 50-foot right-of-way, while Sections 2.5–2.7 allow certain oak, pine, and cypress trees to remain. Do those tree exceptions apply throughout the 50-foot right-of-way, provided the trees do not interfere with the specified root-raked or disked lines?

FWC SOLICITATION ADDENDUM 3

ANSWER #6

Yes.

QUESTION #7

Are we required to install a fire line within the 2 miles of 50-foot right-of-way clearing? If so, are those 2 miles included in the 36 miles of fire-line installation?

ANSWER #7

Yes. Yes, it is included in the estimated distance.

QUESTION #8

At the pre-bid meeting, the group got turned around, so we didn’t get to see much of the vegetation proposed for mulching, especially the more difficult areas. Is there an opportunity to view those sections before bids are due, or could you provide photos or a map showing the heaviest vegetation?

ANSWER #8

The WMA is open to the public.

QUESTION #9

Also, if we encounter large vegetation in the clearing area, such as a cabbage palm that cannot be mulched, may we uproot it and move it 50 feet into the burn unit for a future prescribed burn? Or is another disposal method required?

ANSWER #9

All cabbage palms shall be mulched.

QUESTION #10

Will the project be shut down during hunting season?

ANSWER #10

Work may not occur during quota hunts. The FWC Project Manager will coordinate with the Contractor to avoid conflicts with quota hunts.

QUESTION #11

FWC SOLICITATION ADDENDUM 4

QUESTION #12

For the renewal years, it was explained that the total fire-break system will be maintained during each renewal term and that the renewal pricing will be included in the total evaluated bid. Can FWC please clarify the required maintenance standard for Years 2 through 4?

ANSWER #12

This project is only for installation of new fire lines.

QUESTION #13

Specifically, will renewal-year maintenance require the full 30-foot corridor to be root-raked again each year, or will the renewal scope primarily consist of clearing regrowth and reworking/finishing the 16-foot center fire line as needed?

ANSWER #13

Maintenance of fire lines is not included in this project.
