ADDENDUM #1
TO THE
REQUEST FOR PROPOSAL
PW1404-23 - ARPA - CMGC - BROOKS-HOPMERE WATER AND WASTEWATER
IMPROVEMENT PROJECT
ISSUED ON 9/26/2023 2:00:00 PM
The following information in this addendum, hereby become part of the Request For Proposal. It is essential that all prospective Offerors note the content of this Addendum.
A. Clarifications:
GC Work shall be determined by the County and CMGC during GMP negotiations. All reference to the GC Work Costs matrix exhibit in the sample contract should be disregarded for this project and Offerors may assume GC Work will be paid in the same manner as any other Work under the GMP.
B. Question and Answers:
1. Understanding that the Proposal document shall be limited to 14 pages, is there a page limit for the Key Persons Qualifications and Experience that is not part of the proposal document?
No.
2. Are there any planning/engineering studies or reports for the project? If there are, can they be provided as part of the RFP process?
a. Please see Exhibit 3 – Brooks-Hopmere Future Report.
3. The RFP requests proposers to provide Construction Service Rates, and from the list of items identified, it seems as though this is intended to be the General Conditions Fee. Is that correct? If not, could the County please clarify what is intended here?
a. The intent of 8.h.ii is to identify individual components that makeup the overall CMGC fee; as such the Offeror’s overall fee shall not exceed the sum of the listed components.
Please note the proposal may list additional components of the overall CMGC fee which are not itemized under 8.h.ii but those must be declared with a description of the nature and purpose.
4. As a follow-up to the question about Construction Service Rates and how that compares to the General Conditions Fee, please note that Contract Article 1.12 makes mention of Exhibit C – Direct Costs/General Conditions Work Costs Matrix. We cannot seem to locate this exhibit. Also please note that Contract Article 8.8 talks about General Conditions Costs and makes reference to Article 1.12.
a. Because of the indeterminate scope and extent of work at this stage of procurement, a specific matrix of GC Work will not be provided. The sample contract will be modified and provided to supplement this addendum after the County’s internal review. For the purposes of this RFP, Offerors may assume that GC Work will be performed and paid as all other Work under the Contract.
b. A revised sample contract is under internal review and will be posted to the portal.
