About this file

This document is Addendum #3 to the Request for Proposal (RFP) for the PW1404-23 - ARPA - CMGC - Brooks-Hopmere Water and Wastewater Improvement Project issued by Marion County, Oregon. The addendum provides revisions and clarifications to the RFP. The revisions include moving the Construction Service Rates information from the main proposal to Attachment 3, which will not be viewed by the selection committee when scoring the proposal. The clarifications state that the overall CM/GC Fee is a component of the cost scoring, but the individual Construction Service Rates are not individually scored, and are requested to aid the County in negotiating with the apparent selectee. The addendum also clarifies that proposers are asked to provide field office overhead, which is distinct from work performed on the job site.

The related state and local contract opportunity is for the Brooks - Hopmere Water and Wastewater Improvement Project, which is being led by Marion County, Oregon. No additional details about the project scope, response dates, or contract terms are provided in the document.

The following information in this addendum, hereby become part of the Request For Proposal. It is essential that all prospective Offerors note the content of this Addendum.

A. Revisions:

1. Section 8.h.ii Construction Service Rates was removed from the main proposal and added to the Attachment 3. This information will not be viewed by the selection committee when scoring the main proposal.

B. Clarifications:

1. The overall CM/GC Fee is a component of the cost scoring, but the individual Construction Service Rates (overhead, material markup, subcontractor markup etc.) are not individually scored. This information is requested to aid the County in negotiating with the apparent selectee.

2. Proposers are asked to provide field office overhead. This is the cost associated with a secondary office in the region that is separate from the firm’s home office (if any) and includes the cost burden of the field office for any functions are not performed by the home office. Field office overhead is distinct from work performed on the job site itself which should be part of the GC Work and will be paid as part of the overall Cost of the Work under the Contract.
