About this file
This document is Addendum #1 for the Adaptive Silviculture for Climate Change Project issued by Colorado State Forest Service through Colorado State University Procurement Services. The addendum provides clarifications and responses to questions raised during a mandatory site visit for a forest treatment project involving approximately 319 acres of mechanical forest treatments across multiple units classified as Resilience, Transition, and Resistance treatments. The project timeline allows contractors three winter operating seasons (2024-2027) to complete the work, with a specific requirement that harvest must occur in two consecutive winter seasons, either 2025-2026 or 2026-2027, and with a deadline of April 15, 2026, to complete work on two operational blocks (approximately 160 acres).
The document includes detailed cruise numbers and volume estimates for each treatment unit, specifying cubic feet of dead and live timber to be removed, average diameter at breast height (DBH), and removal rates per acre. Specific site access and operational details are addressed, including bridge weight limits, slash management requirements, landing and truck turnaround locations, and coordination with research plot administrators. The project is part of a climate change adaptation study in high-elevation spruce-fir and lodgepole pine forests, with the treatment units designed to test different forest management prescriptions in response to changing environmental conditions.

RFP-2024-092-AT
Adaptive Silviculture for Climate Change Project – Colorado State Forest Service
Addendum #1 – Mandatory Site Visit and Other Questions and Responses
1. Cruise numbers with an estimate of commercial volume to be removed from the treatment area.
Please see the attached document, ASCC Cruise Numbers.
2. Unit 9 is listed twice in the treatment table, and Unit 11 is omitted (page 9 of the RFP) – Unit 9 is listed as both a Resilience treatment and a Transition treatment. Unit 9 is a Resilience treatment and Unit 11 is a Transition treatment, but can you please confirm?
Yes, this is correct. Unit 9 is resilience, and Unit 11 is transition.
3. There is a bridge located ~250’ past the entrance to Bockman Campground on the main access road to the treatment units (screenshot below for reference). Can you clarify/confirm the weight limits of that bridge?
The exact history/engineering specifications for the bridge is unknown, but it has been hauled over with loaded log trucks within the last year and has been used in previous timber sales.
4. How will you want to see the slash managed that will come from roadside construction/clearing?
If it is below merchantable Dbh, and not located in an SMZ or a transition unit patch cut, the material can be lopped and scattered and side cast. It will help stabilize loose dirt from road construction.
5. Can landings/truck turnarounds be cleared and used in areas outside of patch cuts along the roads?
Yes. With the condition that you clear the location with the administering forester, to make sure excavation is not occurring near a research plot.
6. Will it be acceptable to make a landing on Bockman road for unit 13?
The location that was pointed out during the Site Visit. If the road were used for a landing that would only be allowed late winter, and I would ask that you clear the snow and allow it to freeze hard prior to skidding or locating a landing. A step landing on the Unit side of the road would also be allowed if there were a suitable site.
7. On page 8 of the RFP states:
The Offeror will have a window of 3 winter operating seasons (2024-2027) to complete the work.
But harvest must occur in two consecutive winter operating seasons. There is a deadline of April 15, 2026, for Offeror to complete work on two operational blocks (approximately 160 acres), and complete harvest on the treatment area by April 15th, 2027.
I remember chatting with you that it will be okay to harvest all three seasons as long as we get 2 blocks done by April 15, 2026. Please confirm.
Yes, this is correct on the general timeline for completion of the sale. But the researchers require that harvest be completed in two consecutive winters. The sale can be completed winters of 2025-2026, or the winters of 2026-2027. I allowed three years for the treatment to give contractors flexibility on a starting date. Let me know if you have additional questions on this.
