About this file

This is Addendum No. 1 to a sealed bid solicitation issued by the San Bernardino County Department of Public Works and Flood Control District for electrical system repair and upgrade of the Lytle Creek Gatehouse Tainter Gate Controls Power System. The addendum, effective September 18, 2026, amends Section 86-1.02, Part B-1 of the Project Special Provisions to clarify motor repair and replacement specifications. Contractors are required to either rewind and refurbish the existing 7.5 horsepower, 240-volt, three-phase motor or provide a new motor with dual shaft and brake assembly. The existing motor must be removed and delivered to a repair facility holding Electrical Apparatus Service Association (EASA) accreditation and UL 508 and ISO certification. For motor rewind and refurbishment work, contractors must document all nameplate information, perform basic cleanup, and conduct visual inspection. The addendum identifies Sloan Electromechanical Service & Sales as the suggested service provider, though sources with equivalent qualifications are acceptable. Bidders must acknowledge receipt of Addendum No. 1 with a signed bidder's certification submitted with their proposal; proposals lacking this certification will not be accepted.

Prospective bidders must hold a current California Class A contractor's license and Class C electrical license with UL 508 compliant control panel shop certification maintained throughout performance. Bidders must be registered with both the California Department of Industrial Relations and the San Bernardino County ePro electronic procurement system prior to submission. Bids must include bidder's security equal to at least 10 percent of the bid amount, with the successful bidder required to provide Labor and Materials Bonds and Faithful Performance Bonds each equal to 100 percent of the contract price from an admitted surety insurer. All work must comply with the National Electrical Code, Caltrans 2023 Standard Specifications and Standard Plans, and California prevailing wage requirements. The contract will be awarded to the lowest responsive and responsible bidder, with execution required within 10 business days of award. All bids must remain valid for 60 calendar days following the bid opening date. Bid results will be posted within five working days of opening on the County's procurement website at https://epro.sbcounty.gov/bso.
