About this file

This is Addendum No. 1 to an Invitation to Bid (ITB) issued by the Alaska Railroad Corporation (ARRC) for right-of-way brush clearing services along an 8.1-mile corridor between mileposts 186.9 and 195.0 in the Willow section. The addendum extends the original bid closing date from October 20, 2026, to Tuesday, October 27, 2026, at 3:00 PM AKST. A mandatory site visit was conducted on October 7, 2026, at 10:00 AM at the Willow Section House, limited to one estimator or authorized representative per bidding firm with pre-registration required by October 5, 2026. The project encompasses approximately 68.37 acres including a base bid of 39.67 acres and two additive alternatives totaling 28.7 acres. Work includes vegetation removal within a nominal 200-foot right-of-way with specified buffer zones: a 5-foot vegetative buffer for adjacent property owners and a 25-foot buffer from anadromous waterways. Substantial completion is required by February 21, 2027, with final completion by March 21, 2027.

The addendum provides clarification that the only existing roadway access to the project area is at Willow Fishhook Road (MP 186.9) and Sockeye Avenue (MP 192.8), with no other equipment access between MP 186.9 and MP 192.5. In response to bidder inquiries, ARRC provided contact information for approved third-party railroad transportation providers, including R&S Railworks, ARRC Freight Services, and multiple railcar leasing companies (GATX, TrinityRail, Greenbrier Companies, and TTX). Award will be made to the low responsive responsible bidder based on unit price per acre, with contractors required to submit a bid bond equal to 5 percent of the bid price. The project is funded in part by the Federal Transit Administration and is subject to Davis-Bacon prevailing wage requirements; contractors must pay laborers and mechanics the higher of federal or state prevailing wage rates per Department of Labor Pamphlet 600, Issue 52. Upon award, payment and performance bonds each equal to 100 percent of the contract price are required, and all contractors and subcontractors must comply with 49 CFR Part 219 drug and alcohol testing requirements and register with Avetta.

ADDENDUM NO. 1

Invitation to Bid (ITB) 26-11-214202 ARRC MP 186-195 Row Brush Clearing Alaska Railroad Corporation Date: October 13, 2026

This Addendum is issued to provide clarification in response to bidder questions and extend bid closing date. All other terms and conditions of the referenced solicitation remain unchanged.

The bid closing date has been extended by this Addendum from October 20, 2026, to Tuesday October 27, 2026, at 3:00 PM AKST.

QUESTION AND ANSWERS:

1. Would the Alaska Railroad Corporation please consider extending the current bid closing date from October 20, 2026, to either October 23, 2026, or October 26, 2026?

Yes. The bid closing date has been extended to Tuesday, October 27, 2026, at 3:00 PM AKST. All references to the bid closing date in the solicitation documents shall be revised accordingly.

2. Access to Project Area - During our site visit, it appeared that there is no existing roadway or equipment access to the railroad right-of-way between MP 186.9 and MP

192.5. Can ARRC please confirm whether this observation is correct?

The only access roads are Willow Fishhook Road at ARRC MP 186.9 and Sockeye Ave at ARRC MP 192.8.

3. Railroad Transportation and Mobilization - If awarded the contract, our company will require railroad transportation to mobilize and demobilize equipment, fuel, and other necessary project materials to areas without roadway access. Can ARRC please provide contact information for approved third-party railroad transportation providers capable of furnishing railcars and transportation services for this purpose?
