About this file
This document is an Addendum No. 1 to an Invitation for Bid (IFB) 11A4186 issued by the California Department of Transportation (Caltrans) for Carmel Valley Revegetation Site Maintenance in San Diego County. The project involves site maintenance with a two-person crew working 1-2 days per month, with challenging site access requiring passage through two locked gates. The addendum addresses a specific bidder's question regarding on-site facility requirements, specifically the mandatory provision of a portable toilet and wash basin during work periods.
Caltrans has definitively stated that the portable toilet requirement cannot be waived, and the contractor must incorporate the costs of rental and servicing these facilities into their bid item unit prices. The department will not reimburse drive time for transporting these facilities. The addendum maintains that all other terms and conditions of the original IFB remain in full force and effect, leaving the contractor responsible for managing the logistical challenges of meeting the on-site facility requirements while maintaining the project's site maintenance objectives.

Addendum No. 1 Invitation for Bid (IFB) 11A4186
Carmel Valley Revegetation Site Maintenance in San Diego County
NOTICE TO ALL PROSPECTIVE BIDDERS:
Addendum No. 1 is being issued for the above-referenced IFB. Bids for this work shall be with the full understanding of this Addendum.
The following represents Bidders Questions and Caltrans Answers:
Question 1:
Exhibit A, Section 11 (Page 3 of 7) requires a portable toilet and wash basin on-site or delivered during work. The project schedule (Page 4 of 7) shows that a two-person crew will be on-site only 1-2 days per month, and site access is difficult, involving two locked gates.
Given the infrequent service and access challenges, can this requirement be waived? If not, which bid item should include the cost for rental and servicing the facilities? Additionally, will Caltrans reimburse drivetime to have the Contractor’s crew pick up and drop off the portable facilities on a monthly basis?
Answer:
Caltrans will not waive the requirements to have a portable toilet on site and will not reimburse drivetime. Contractor shall incorporate the costs into the bid item unit prices at their discretion.
All other terms and conditions set forth in the IFB remain in full force and effect.
Sincerely, Phuong Vu
