About this file
This is Addendum No. 1 to a solicitation issued by the State of Hawaii Department of Transportation Airports Division for an open-end, as-needed contract for airfield sign panels, lighting, and retrofit services statewide under State Project No. BS1521-53R. The addendum, dated July 23, 2026, provides responses to requests for information submitted by potential bidders prior to the August 3, 2026 proposal deadline. The contract encompasses furnishing replacement airfield signs, sign panels, LED retrofit kits, airfield lights, and reflectors for maintenance purposes at statewide airport locations. The addendum clarifies that the procurement will not be funded through the Airport Improvement Program (AIP) and addresses technical specifications and product equivalencies for guidance signs, panels, and lighting fixtures. All proposed products must fully comply with contract specifications and applicable Federal Aviation Administration Advisory Circular 150/5345-53D requirements, with contractors responsible for demonstrating compliance during the submittal process.
Key clarifications in the addendum include confirmation that ADB Guidance Signs and Panels equivalents are acceptable if they meet all contract and FAA requirements, and that Question 3 regarding LAHSO (L850F) lighting fixture specifications has been disregarded and removed from the bid list due to unavailability of certified fixtures meeting those standards. Bidders were required to submit questions and substitution requests through Hawaii's eProcurement System (HIePRO) no later than July 17, 2026, with all proposals due August 3, 2026 at 2:00 p.m. Hawaii Standard Time. The contract is a thirty-six-month term with firm unit pricing, delivery requirements within 120 calendar days of order receipt, and award to the lowest responsive and responsible bidder within sixty calendar days after bid opening.
