About this file
Addendum No. 1 for IFB-2024-WW-001 is issued by the Pueblo West Metropolitan District for a Cured-in-Place Pipe (CIPP) rehabilitation project. The addendum extends the deadline for written questions to May 13, 2024, and the final posting of addenda to May 15, 2024. The project involves rehabilitating existing sewer mains through CIPP installation, including bypass pumping, sewer cleaning, CCTV inspection, liner installation, service connection reconnection, and final CCTV inspection. The total project includes 6,429 linear feet of 8-inch CIPP, 6,200 linear feet of 10-inch CIPP, and 950 linear feet of 15-inch CIPP, with additional items such as service connections, traffic control, and permits. The contractor is expected to complete the work within 120 calendar days after receiving the Notice to Proceed.
The project anticipates funding through the Colorado State Revolving Fund (SRF) loan program, with specific requirements outlined in the bid package. The bid schedule includes various line items with unit prices, and the owner will make final payment based on actual measured quantities completed. A new bid item (Trim Protruding Tap Lines) has been added to the schedule. The district clarified that while they do not have existing CCTV reports of the pipe segments, contractors are responsible for performing pre- and post-installation inspections. Material testing will be conducted by an independent third-party laboratory, with testing performed at specified intervals for wall thickness, flexural strength, and other required parameters.

ADDENDUM NO. ONE
IFB 2024-WW-001
CIPP Project
May 7, 2024
Questions that have been asked about this project and the PWMD responses are noted below:
DATE CHANGE:
The Deadline for receipt of written questions has been extended to May 13, 2024, by 5:00 p.m.
The Deadline for the final posting of applicable addenda has been extended to May 15, 2024, by 5:00 p.m.
QUESTION #1:
Do you have videos or CCTV reports of the pipe segments?
RESPONSE #1:
We do not have video or CCTV reports of the pipe segments. It is the Contractor’s Responsibility to perform CCTV Inspections before and after the lining.
QUESTION #2:
How many samples do you require for lab testing?
RESPONSE #2:
Material testing will be performed by a registered independent, third-party laboratory.
The wall thickness shall be measured in accordance with the applicable sections of ASTM Test Method D5813 and D3567. One test shall be taken for every 500 LF of lining completed.
Flexural strength and flexural modulus of elasticity shall be determined in accordance with ASTM D-790. One test shall be taken for every 500 LF of lining completed.
QUESTION #3:
If available, could you please provide the lengths per segment, manhole depths, number of services to be reconnected, etc for the segments to be lined via CIPP? Anything helps.
RESPONSE #3:
The figures have been updated with the lengths per segment. A spreadsheet has been attached with details of all information available for the pipes and manholes. There are columns in the pipe sheet that denote upstream and downstream manhole. They cannot provide information on number of taps per pipe, as that is not part of the GIS Model,, but the rest of the information requested should be available.
QUESTION #4:
Can you please provide some tables with MH ids, diameter, length, taps, etc. for each segment to be lined with CIPP?
RESPONSE #4:
See Response #3 above.
QUESTION #5:
The bid form states there is a quantity of 6,175 LF of 8” CIPP. When we total the LF from the maps, it comes to 6,575, a difference of 400 LF. Can you please clarify the correct total of 8” CIPP to be lined?
RESPONSE #5:
See Response #3 above. Based on GIS the estimate is 6429 feet. The Bid Schedule will be updated to reflect this quantity. The map lengths were taken through the manholes and therefore the actual lineal footages are overstated. The Bid Schedule will be updated to reflect this quantity.
QUESTION #6:
Please add a bid item for addressing protruding taps.
RESPONSE #6:
Bid Item Number 16 – Trim Protruding Tap Lines – 1 EA has been added to the Bid Schedule.
