About this file
Addendum No. 1 to Invitation for Bid 11A4244
This addendum, issued by the California Department of Transportation (Caltrans) on November 7, 2025, addresses clarifications and responses to prospective bidders for Multi-Provider, On Call, Vactor and Drainage Facility Cleaning services in San Diego and Imperial Counties. The solicitation seeks multiple contractors to provide on-call vactor and drainage facility cleaning services. Key operational clarifications include: contractors are not required to apply for encroachment or traffic control permits; contractors must pump out pump house chambers and pits themselves rather than having Caltrans perform pre-work pumping; Caltrans will inspect cleaned drainage facilities within 24 hours of contractor notification; and either the contractor or a subcontractor may hold the required Hazardous Substance Removal Certification to satisfy licensing requirements under Exhibit E, Section 4.
Previous Contract Performance and Bidding Context
The previous on-call vactor and drainage facility cleaning contract for San Diego and Imperial Counties (which was not a multi-provider agreement) resulted in four bids ranging from $3,468,560.00 to $35,153,000. The lowest bidder was United Storm Water, Inc. at $3,468,560.00, followed by American Integrated Services, Inc. at $5,250,740.00; both were non-Small Business entities. Downstream Services, Inc. bid $14,528,230.00 and Andersen Integrated Services, Inc. bid $35,153,000, with both designated as Small Business contractors. All other terms and conditions of the original IFB remain in full force and effect.
