About this file
This document is an Addendum #1 for a Debris Management and Removal Request for Proposal (RFP) issued by the Harnett County Finance Department, dated October 3, 2025. The RFP seeks a contractor to provide debris management and removal services, with proposals due on October 21, 2025, by 2:00 pm. The county has identified two potential landfills (Anderson Creek and Dunn Erwin) and designated separate areas at these locations for Debris Management Sites (DMS). The county confirms there have been no documented contract activations for debris removal in the last 20 years, and the previous contract with Southern Disaster Recovery has completed all permissible extensions.
The addendum provides comprehensive clarifications for potential vendors, including that annual Consumer Price Index (CPI) price increases will be allowed, no bid bond is required, and an original and three copies of the proposal should be submitted. Tipping fees will be billed at actual cost to facilitate potential federal/state reimbursement. The county is open to additional equipment and labor rates and potentially changing units of measure for certain items. Notably, the county has approximately 1,994 road miles in the service area, and bidders must comply with FEMA and North Carolina regulations. There is no guaranteed minimum payment, and the location of a bidder's headquarters should not impact the award beyond the ability to mobilize resources appropriately.
