About this file
This document is an Addendum No. 1 / Clarification No. 1 for the Village of Scarsdale's Sanitation Yard Vehicle Scale Replacement Project (VM Contract #1314) located at 110 Secor Road, Scarsdale, NY. The addendum addresses multiple clarification questions from potential bidders regarding project specifications, including signage installation, concrete testing responsibilities, Village-provided work scope, concrete and pier dimensions, and excavation details. Key project elements include replacing a vehicle scale, with the Village responsible for certain infrastructure tasks such as trenching, excavation, conduit installation, and pavement restoration.
The addendum confirms a $10,000 cash allowance to be included in the base bid, which will be a separate line item in the schedule of values. Bidders are required to submit all three pages of the Bid Proposal, a Qualifications Sheet, a 5% Bid Deposit, and Add Alternate Software documents outlining software capabilities. The project includes provisions for contractor tool and equipment storage within a fenced construction site area. The scale software must be compatible with existing systems, though no specific software brand is mandated. Contractors will need to submit software documentation with their bid for engineer review, and the Village will provide a secured area for project equipment storage.

Scarsdale Sanitation 110 Secor Road, Scarsdale NY 10583 VM Contract #1314
Addendum No.1 / Clarification No.1
June 11, 2024
The following are project clarifications in blue based on bidder’s questions below in black.
1. Please confirm that the Village of Scarsdale will supply and install all signage and the contractor is only supplying the footing/base and posts Yes Confirmed. Coordination with the Village is required for the size and type of signage.
2. Please confirm if concrete testing is required and who will be responsible to hire a testing lab Concrete testing is required and will be the responsibility of the contractor.
3. Please confirm that the Village is responsible for the following items
a. Trenching/Excavating as required on the drawings Trenching and excavation for Village’s scope of work only, see 011100, 1.03 D of Project Manual for Village Scope of work.
b. Removals of all excavated materials For Village’s scope of work only, see 011100,
1.03 D of Project Manual for Village Scope of work.
c. Furnishing, installing, and labelling all required conduits for power and low voltage wiring required for the project both within the trenches and into both buildings. Up to 5 feet near final locations and up to 5 ft of exterior of buildings.
d. Backfilling of all trenches For Village’s scope of work only, see 011100, 1.03 D of Project Manual for Village Scope of work.
e. New pavement and roadway markings – confirmed
1. Please clarify/confirm the size of the concrete infill at the Scale House – I have it at 4’ Deep x
3’ Wide x 10’ Long? 4’ Deep x 1’ wide x 4’ long
2. Please confirm the size of the four (4) pier extensions at the corners of the scale vault – I have the at 4” Wide (on all sides) x 3’ High? The total dimensions should be 2’ 4” square as shown on drawing S100.00. This would mean a nominal pier extension of 6 “ on two sides. Coordination with the scale manufacture is required.
3. Please confirm the width of the existing apron being removed; We know it is 12” in height being removed, but is it 6” or 12” wide being removed? It is 12” wide
1. Spec section 012100 – “ALLOWANCES” indicates a cash allowance of $10,000 to be included in the base bid… The prescribed “BID PROPOSAL” form that bidders must use to submit their lump sum bids does not have this item listed there. My apologies for the seemingly obvious to some, but in many cases the allowance(s) are listed on the bid form itself, although not always, and it is not shown on this current LS bid form. I just want to be sure we should be including the
$10k allowance manually in our single lump sum bid item on the bid form. Cash allowance to be included in lump sum bid. Allowance will be a separate line item in the schedule of values.
2. As found in spec section 011100, Part 1.03(D), which states the “The Village” is responsible for the work listed, as per excerpt of same, as pasted below: (highlighting mine)
I imagine this is just a typo
Further, at the bottom of the same page it states the opposite, as per the excerpt pasted below:
The Owner will not be supplying equipment, labor, or tools for the CONTRACTOR’s Scope of work on the project.
5 Regarding the add alternate to install scale software/license compatible with the project specified scale equipment, one bid I have received so far for the scale equipment did not have this alternate included I am in the process of trying to obtain this. I wonder, does the
Owner/Engineer have a preference on which software, beyond one which must obviously be compatible with the spec’d equipment? The Owner/Engineer does not currently have a preference for the scale software to be provided. However, the scale software must be
“compatible with scale” and the bidder must submit all required documents with the bid to be reviewed by the Engineer.
1. Please confirm that the only documents to be submitted for this bid are:
a. Pages 251-256 of the Project Manual
b. Bid Bond Bid Documents to be submitted include:
- All three pages of Bid Proposal
- Qualifications Sheet
- 5% Bid Deposit
- Add Alternate Software documents outlining software capabilities.
2. Please confirm that if the Village is performing the excavation work, that includes all Support of Excavation work as well The village will only be performing the excavation work for the conduit installation and will leave the conduits capped within five feet of the final location.
3. Please confirm that we are to include a $10,000 Allowance in the base bid as per
Specification Section 012100 Cash allowance to be included in lump sum bid. Allowance will be a separate line item in the schedule of values.
4. Is there an area on site where our tools and equipment can be stored and secured? Within construction site fenced in area. Several adjacent parking spaces may be used and must be within fenced in area. 8 ft. high chain link construction fencing with lockable gate to be provided by contractor.
6 With regard to the software add alternate, it was not clear at the pre-bid meeting if this item is going to be part of our responsibility and there was no mention of the actual software required. The Specifications state that the new scale needs to be compatible with the existing scale software but again, no mention of what that software is. Can you supply the name/brand/version of the required software that is needed or are we to simply carry an allowance for the add alternate for this item The Owner/Engineer does not currently have a preference for the scale software to be provided. However, the scale software must be
“compatible with scale” and the bidder must submit all required documents with the bid to be reviewed by the Engineer.
