About this file

This Addendum No. 1, issued by the Michigan Department of Technology, Management and Budget (DTMB), modifies the bidding documents for the Baraga Correctional Facility Underground Storage Tank (UST) Removal and Replacement project (File No. 472/23439.IND). The project involves removal of an existing underground storage tank system and installation of a new 500-gallon above-ground storage tank (AST) system with fuel dispensing capabilities at the Baraga Correctional Facility in Baraga County, Michigan. The pre-bid meeting occurred with an attendee sign-in sheet included, site photographs from May 2024 were provided, and responses to contractor questions were documented. The bid opening date is January 29, 2025, with drawing sheets G001 and C105 issued with this addendum. The project is subject to prevailing wage rate requirements effective through the contract award deadline of March 13, 2025.

Key specification modifications include changes to work hours (7:00 AM to 4:30 PM with coordination required for outside-hours work), contractor-provided portable sanitary facilities with mandatory daily locking, and clarified UST disposal and recycling procedures. Base Bid Item No. 12 was revised from a per-ton unit cost to a lump sum price. The fuel dispensing installation package specifications were amended to remove the pulser component and specify powder-coated, heavy-duty galvanized steel construction. The contract includes 15 base bid items covering site preparation, AST system installation, and UST removal, plus an owner provisionary allowance of $20,000. Prevailing wage rates for various classifications (operating engineers, laborers, carpenters, electricians, and other trades) are detailed with comprehensive overtime provisions and apprenticeship levels. Contractor questions addressed responsibility allocations, material testing requirements, and project scheduling, with the selected contractor expected to work collaboratively with the Pennsylvania Custodial Unit (PSC) and DTMB/Michigan Department of Corrections (MDOC) to establish a feasible contract schedule upon award.

List of Contractor Questions and Answers

Contractor 1

1. Is there a separate pay items for any liquids and sludge in the UST?

Emptying and disposal of liquids and sludge is included in the lump sum price of Pay Item 11.

2. How many gallons should we assume will be left in the UST that we will need to pump, haul, and dispose?

Assume a maximum of 200 gallons.

3. Is there any HMA that is involved in this project?

HMA will only be involved in this project if the existing HMA is damaged and needs to be restored.

4. How many SF of HMA?

See above.

5. Who is responsible for the cost of providing compaction testing of the backfill materials?

Contractor

6. What is the earliest possible start date for this project?

March 1, 2025 – TBD based on spring road restrictions and MDOC approval.

7. Will a soil erosion permit from the DTMB be required to be obtained by the contractor?

An SESC Permit is not required for this project, but the design document specified SESC measures and all requirements in accordance with Rule 1709 promulgated under the authority of Part 91, 1994PA 451, must be adhered to. See Appendix III – Project Special Procedures

8. What is the cost of the soil erosion permit?

NA

9. Is there a specific bid bond required form?

No specific bid bond form is required.

10. What kinds of tests are required on the fill materials that will be imported to the site?

ASTM C136 - Standard Test Method for Sieve Analysis of Fine and Coarse Aggregates – is required for imported fill material (Class II sand for tank excavation fill)

The contractor must submit the name of the imported fill materials suppliers. Aggregate supplier shall provide current test results of materials supplied verifying that supplied products meet product requirements.

Contractor 2

1. Who is responsible for staking and layout?

Contractor

2. Who is responsible for material / density testing?

Contractor

3. Who is responsible for testing and analytical fees for soil testing at the UST portion?

PSC/DTMB are responsible for UST removal soil testing and associated fees.

4. Who is responsible for land fill approval and tipping fees?

Contractor.

5. Do we assume that the dirt that will be excavated and hauled away for the AST portion of the work is clean soil?

Yes.

6. Is there a detail for the Washed Stone Barrier at the AST location?

No.

7. Will the UST be empty before we start the removal process?

The fuel in the UST will be drawn down as much as possible, but because there is typically a minimum clearance of 6 inches between a submersible pump intake and the bottom of the tank, some fuel will remain and must be disposed of.

8. Do you know if there will be any perched water in the UST removal hole? If so, do we leave the water in the hole or do we need to pump the water out?

Perched groundwater is not expected to be encountered – although depth of groundwater is unknown. In the case that groundwater is encountered, if there is no visual, olfactory, or PID evidence of a release, backfill can be placed in water, no pumping required.

Contractor 3

1. Can the water table elevation for the work area be provided?

Refer to above.

2. Can additional photos be provided of the site prior to any snow?

Yes, additional photos will be provided in the Addendum.

3. Base Bid Item No 12 on the Bid Schedule is shown as a per ton unit cost. In the Base Bid Pay Items part of the specification it is called out as a lump sum. Please confirm this should be a lump sum price.

Base Bid Item No 12 shall be a be a Lump Sum cost. Bid Schedule will be amended to reflect this.

4. Should we assume that there will be any usable fuel in the UST that should be transferred at the time of UST removal? If so, how much usable fuel should we assume to be in the UST at the time of removal? Also, how much fuel should we assume for disposal at the time of UST removal?

There should be no useable fuel at the time of removal, and no transfer of fuel required.

Assume a maximum of 200 gallons of fuel to be disposed of.

5. The specification for the new fuel tank installation requires a company with ten years’ experience and 20 tank installations in Michigan. Because of limited local companies in Michigan, would a Wisconsin (or other neighboring state) company be acceptable?

Yes, a manufacturer from any state meeting those qualifications is acceptable.

Contractor 4

1. The anticipated completion date is July 1, 2025 however the contractor has no control over the amount of time for the AST to be constructed and delivered nor the weather and spring road restrictions. Is there a penalty for the project extending past the anticipated end date that isn’t in the contractor’s control?

The selected contractor will work with the PSC and DTMB/MDOC to determine a feasible contract schedule upon contract award. Penalties are not expected with approved schedule.

2. Is the contractor responsible for submitting a Suspected Release or other required LARA documentation if impacts are identified?

No, the PCS is responsible for LARA documentation involving a suspected/confirmed release. Contractor is only responsible for submitting LARA intent of UST Removal/Closure 30 days prior to tank removal.

3. How long will the excavation need to remain open for confirmation sample results?

Excavation will be field screened using a PID and filled when clean boundaries are established. If contamination is absent, the excavation would likely only be open for one day. If contamination is present this timeframe may extend.

4. Section 01050 Field Engineering contains a note regarding HAZWOPER training for surveyors. Please confirm the HAZWOPER training and medical monitoring requirements apply to all workers who could encounter potential contamination associated with the existing UST.

Section 01300 Part 2.4, Paragraph c) 4) states that the contractor’s Health and Safety Plan must comply with 29 CFR 1910.120.

5. Section 01500, Part 3, paragraph 3.5 states that the Baraga Correctional Facility is to provide access to the maintenance building toilet. At the Pre-Bid Meeting it was stated that the contractor will need to provide a porta-john and use a lock provided by MDOC. Please confirm which is correct.

Spec will be amended to reflect what was stated at the pre-bid meeting. Porta-John and lock will be used.

6. Specifications Section 02 65 00, Part 2, paragraph 2.5 UST Liquid Contents Removal, part C indicates to pump the UST liquid contents to above ground storage tank. At the Pre-Bid Meeting, it was stated that all fuel in the UST should be removed and disposed, not-reused in the new AST. Please confirm which is correct. If the intent is to capture and reuse the UST contents for the new AST will filtering of the contents be required?

There should be no useable fuel at the time of removal, and no transfer of fuel required.

7. Approximately how much gasoline will be in the UST when the project starts?

Assume a maximum of 200 gallons of remaining fuel that must be disposed of.

8. What is the depth to groundwater at the project location?

Refer to above questions regarding groundwater.

9. Specifications Section 02 65 00, Part 2, paragraph 2.7 UST Cleaning, Paragraph F states to transport the UST to a LARA disposal facility. Can the UST be recycled instead of disposed?

Yes. Specifications will be amended to reflect this.

10. Specifications Section 31 05 13 states that re-used sub-soil and topsoil materials must be tested for contamination by the engineer before use. What is the anticipated turn-around time for the test results?

Turn-around time will depend on how long it takes to conduct in-situ PID screenings. It is not anticipated that this testing will cause delays, and a determination will likely be reached the same day excavation is finished.

11. Item #12 on the Bid Schedule table is listed as a per Ton unit price but in the Division 01 – General Requirements, Section 01025 Measurement and Payment, 1.6 Base Bid Pay Items, paragraph 12a Payment is listed as a Lump Sum Price. Can you please clarify?
