About this file
This addendum to Request for Proposal No. 2023-UWMSN-00334-RFP is issued by the University of Wisconsin-Madison Purchasing Services and provides clarifications to the original solicitation for a Workday Compatible Time Clock System. The project requires approximately 84 time clocks to support an estimated 3,550 employees who will utilize the new timekeeping system. The university plans to use proximity card technology with 35-bit encoding format for user authentication, and vendors are encouraged to indicate support for MiFARE Desire and mobile credentials to address future capability needs. The proposal due date is July 20, 2023, with this addendum responding to questions submitted by the July 6, 2023 question deadline.
All other terms of the RFP remain unchanged. The university has indicated that Wisconsin State Law requires work center criteria compliance, specifying that if a work center is engaged in the production of equipment such as time clocks, not less than seventy-five percent (75%) of the total hours of direct labor must be performed by severely handicapped individuals. Vendors must acknowledge their understanding of and commitment to meeting this requirement as part of their proposal response.

Workday Compatible Time Clock System
Addendum No.1 provides the answers to all questions that were submitted on or before the RFP question due date of July 6, 2023.
1. Does the university plan to use the mag strip portion or the proximity portion of the card, for use authentication at the time clock? If mag strip, what track of the mag strip does the user's id reside? If proximity, what is the technology and format of the chip?
UW-Madison plans to use the proximity portion of the card with 35-bit encoding format. We are also interested if you support MiFARE Desire and mobile credentials. This would address potential future capabilities.
2. What is the final count on the number of time clocks that will be required for this project?
For UW-Madison, an estimated 84 time clocks will be needed.
3. How many employees will be using the new time clock system? This would be just the number of employees who will input time via the new time clocks.
For UW-Madison, an estimated 3,550 employees will be using the new time clock system.
4. What is the # of employees for this rfp?
For UW-Madison, an estimated 3,550 employees will be using the new time clock system.
5. Please state how the WORK CENTER CRITERIA per WI state law applies to this RFP, and the expectation of vendors regarding the WORK CENTER CRITERIA.
This is a standard WI Statute that UW-Madison is required to have in all our Request for Proposals. The expectation is that if a work center is engaged in the production of equipment (e.g., time clocks), not less than seventy-five percent (75%) of the total hours of direct labor are performed by severely handicapped individuals.
All other parts of the RFP remain unchanged.
