About this file
Addendum No. 03 for ARFQ DNR25*07 is issued by the West Virginia Division of Natural Resources (DNR) for the Parks and Recreation Section, specifically concerning paint repairs for the Blennerhassett Mansion at Blennerhassett State Park in Parkersburg, WV. The addendum extends the bid opening date to April 1, 2025, at 1:30 PM ET and provides official responses to 15 technical questions from potential contractors. The project involves comprehensive painting services, including preparation, priming, and painting of the mansion's exterior, shutters, metal handrails, and window sills, with contractors having options for hardware replacement and specific paint specifications.
The technical questions and answers clarify critical project details, such as surface preparation (contractors are responsible for power washing), paint product specifications (Sherwin Williams Duration Exterior Acrylic Latex is acceptable), and scope modifications. Contractors can replace shutter hardware matching existing styles, must stain and clear seal thresholds, and are required to replace four window sills. The project allows for a working supervisor and includes a formal change order process for addressing unforeseen repairs. No specific budget or funding source is explicitly stated in the addendum, but the document provides comprehensive guidance for bidders to prepare accurate and responsive proposals for the mansion paint repair project.

Attachment A
ARFQ DNR25*07 - Addendum No. 03 • Technical Questions West Virginia Division of Natural Resources
Parks: Blennerhassett Mansion Paint Repairs
Q1: Will power washing be a part of the project bid, or will the parks and recreation handle the power washing? Paint manufacturers recommend power washing exterior surfaces prior to painting.
A1: Preparation for all painting will be provided by the Contractor. Cleanup of all debris will be the Contractor’s responsibility.
Q2: Do we need to powder coat the shutter hardware? Powder coating is an expensive process and as such it may be more cost efficient to replace with new, or to simply wire wheel, prime with a rust prohibiting primer, and finish with an exterior enamel paint direct to metal paint.
A2: The Contractor will have the option to provide new shutter hardware matching the existing style and size, as approved by the Architect.
Q3: Will there be a change order process to address repairs not in the bid plans? At the pre bid site visit there were several necessary repairs observed not mentioned in the bid plans.
A3: Any unforeseen or unknown issues that need to be corrected in order to complete the project as bid will be addressed through formal change order.
Q4: Do we need to include the metal handrails in the paint bid?
A4: Yes, the preparation and painting of all metal handrails is to be included in the bid.
Q5: Are the thresholds being stained and clear sealed, just clear sealed, or primed and painted?
A5: Stain and clear seal all thresholds.
Q6: Can Exterior Latex Duration be used in place of A-100 Flat due to warranty expectations?
A6: Sherwin Williams Duration Exterior Acrylic Latex would be acceptable. As it is self priming, the primer coat may be eliminated. However, two finish coats will still be required.
Q7: Does entire structure need to be fully primed?
A7: Yes, unless the Contractor uses 2 coats of an approved self-priming paint like SW Exterior Latex
Duration, in which case the prime coat may be eliminated.
Q8: Has the missing shutters and hardware been found?
A8: No, the Contractor must provide the shutter to match the existing shutters.
Q9: Is all the existing paint needing to be removed with paint removers as indicated in paint spec 2.6?
A9: Paint removal is included for the preparation of shutter hardware for powder coating.
