About this file
This Addendum No. 01 modifies the original Request for Bids (RFB #26-0665) for the Lander Emerson Building Audio Visual Equipment project issued by the Wyoming Department of Family Services. The project involves providing and installing speakers, microphones, televisions, and associated component equipment for a new audio-visual system. The primary modification contained in this addendum, issued July 16, 2026, revises the estimated project completion date from the original date listed in the RFB to February 26, 2027. The addendum establishes procedures for product and material substitution requests, requiring bidders to submit substitution requests using the attached form to State Project Representative Ryan Scranton at ryan.scranton@wyo.gov no later than the closing date for questions. Notices regarding substitution request approvals or rejections will be issued by the answers posted date. Bidders are required to acknowledge receipt of this addendum on the Bid Form and accept responsibility for communicating pertinent information to suppliers and subcontractors.
The addendum provides a standardized Substitution Request Form that requires bidders to document specified materials being replaced, proposed substitutions, and complete technical data for review. The form requires bidders to address dimensional impacts, design change costs, effects on other trades, product differences, warranty variations, contract time implications, and contract price impacts. All substitution requests must be approved by both the owner and designer before implementation. The addendum clarifies that where provisions differ between this addendum and the original bid documents, the addendum takes precedence and becomes part of the contract documents.
