About this file

This is an Amendment No. 2 to an advertised contract issued by Paulding County Water System in Georgia for the exterior painting of the Shipp Road elevated water storage tank (750,000 gallon capacity). The amendment addresses bidder inquiries regarding project scope clarification. The proposal deadline was established for 3:00 P.M. EST on March 27, 2026, with a letting date of March 27, 2026. Key work items include surface preparation and painting of all exterior surfaces of the elevated water storage tank with the Paulding County Water System logo, as well as repairs to stabilize the access walkway/catwalk to ensure worker safety during painting and inspection operations. The coating system specified is an overcoat rather than complete sandblasting and repainting, though the specifications reference blast cleaning, containment, and abrasive preparation. Bidders are required to submit a Quality Assurance Program as part of their proposals.

The amendment clarifies that no state of Alabama contractor's license is required, and no additional "authority to do business" documentation is mandated. Liquidated damages are set at $500 per day for contract non-compliance or delays. The contracting authority acknowledged that detailed drawings and photographs of the tank and existing access walkway conditions were not initially available to bidders, which was noted as a concern that could impact bid competitiveness. While tank drawings were subsequently provided as an attachment, no photographs of the access walkway condition remain available; bidders must proceed with stabilization repairs based on the description that the existing catwalk structure was deemed unsafe by the previous contractor performing tank work.

ITEMS INCLUDED IN THIS AMENDMENT:

All questions are answered in Red.

I know you have probably been bombarded with this question regarding the repair item but after reading the addendum we are still unsure about what exactly needs to be done with the access walkway. Are there any pictures of this? Or can you tell me if we need to replace the whole walkway?

Without knowing the full extent of the repair, I feel that you are not going to get very competitive results as it looks like we are not the only ones to express this concern.

The work includes repairs to stabilize the access walkway. The last group to work on the tank indicated the catwalk was rickety. We need the catwalk to be safe for the workers painting the tank and inspecting the work. No pictures are available.

- What is the specified amount for liquidated damages?

Liquidate Damages will be set at $500/day

- Is the bidder required to submit a Quality Assurance Program?

Yes

I just wanted to check back in and see if you were able to get any drawings of the tanks? I cannot determine the specific dimensions of the tanks from the pictures.

Please see the attachment.

Also, can you clarify what is meant by: proper license to perform work in State of Alabama. Does this mean "authority to do business" or that we need an AL contractor's license?

A license to perform work in State of Alabama is not required.

1. Exterior Coating: Is this project intended to be an overcoat of the existing exterior surfaces, or a complete sandblast and repainting? The coating system is listed as an overcoat, but on page 23 of 24, it references blast cleaning, containment, and abrasive size. Could you please clarify the intended approach?

The work includes the surface preparation and painting of all surfaces related to the painting and coating of elevated Shipp Road water storage tank with Logo for the Paulding County Water System.

2. Access Walkway Repairs: Could you provide more detail on the existing condition of the access walkway? The specifications only mention “access walkway repairs” with no photos. How can the bidder include a drawing, describe the planned repairs, or provide a price if the current condition is unknown?

The work includes repairs to stabilize the access walkway. The last group to work on the tank indicated the catwalk was rickety. We need the catwalk to be safe for the workers painting the tank and inspecting the work. No pictures are available.
