About this file

This is Addendum No. 1 to an advertised contract issued by Paulding County for exterior painting of the Shipp Road Water Tank (Bid #26019-3802). The amendment clarifies evaluation criteria and project requirements for interested bidders. The letting date for this project is March 27, 2026. Key project components include exterior painting work on an elevated storage tank and repair to the access walkway catwalk. The specification documents are included in the bid package, and contractors must provide detailed drawings and plans for the access walkway repair work, which requires a general contractor's license due to structural repair components.

The addendum provides critical clarifications regarding staffing and certification requirements. GASB 34 Compliance documentation is not required for submission. The contractor must arrange and pay for a NACE Level 3 Certified Coating Inspector from the paint manufacturer to visit the job site and verify compliance with specifications; Paulding County may additionally hire a third-party inspector. The previously listed requirements for 50+ NACE Inspectors, 45+ SSPC Inspectors, and 40+ Certified Welders have been revised to require a minimum of 1+ certified professional on staff in each category (NACE Inspectors, SSPC Inspectors, and Certified Welders). The ISO 9001:2005 certification requirement has been removed and is no longer mandatory for qualification. Bidders should reference Section 5.6 on page 13 of the specification document for detailed inspection procedures and standards.

AMENDMENT TO ADVERTISED CONTRACT

PROJECT NAME: Exterior Painting for Shipp Road Water Tank

Bid# 26019-3802

COUNTY: PAULDING

AMENDMENT NUMBER: 1

LETTING DATE: March 27, 2026

THE FOLLOWING AMENDMENTS ARE HEREBY MADE TO THIS CONTRACT.

THE BIDDER IS RESPONSIBLE FOR MAKING ANY NECESSARY CHANGES IN

INK IN THE PROPOSAL. BIDDER SHALL ACKNOWLEDGE THIS AMENDMENT

BY CHECKING THE APPROPRIATE SPACE ON THE AMENDMENT

CERTIFICATION PAGE.

ITEMS INCLUDED IN THIS AMENDMENT:

I have a question regarding Factor #3 in the Evaluation Criteria, specifically the item for Regulatory Compliance (ability to provide a GASB 34 Compliance Sample Letter). Could you please clarify what this letter entails?

Could you please confirm whether this letter is a required document for the submission?

Answer – GASB 34 Compliance will not be required on this project.

I also have a question regarding the hold point inspections. Can you please clarify if the contractor supposed to hire a NACE Level 3 Certified Coating Inspector? Or Is the paint manufacturer going to provide the NACE Level 3 Certified Coating Inspector? Or is the Owner going to hire the NACE Level 3 Certified Coating Inspector?

Answer – A NACE Level 3 Certified Coating Inspector from the paint manufacturer shall visit the job site to climb the tanks and to support that the paint, solvents, cleaning and applications of material to confirm the work is per specification paid for by the contractor and coordinated with the paint manufacturer. See section 5.6 on page 13 of 34.

It looks like the RFP requires the coating manufacturer to provide a NACE Level

3. Will Paulding County have a third-party perform coating inspections?

Answer - See section 5.6 on page 13 of 34. In addition, Paulding County may have a third-party come in to perform an inspection.

After reviewing the Evaluation Criteria Factors, we have a few questions regarding the staffing and certification requirements:

• Factors 8–10: These sections currently list a requirement for 50+ NACE Inspectors, 45+ SSPC Inspectors, and 40+ Certified Welders on staff.

Since these numbers are exceptionally high for the industry, could you please confirm if these specific totals are mandatory for the bidder?

Answer – Factors 8-10:

8) Respondent has 1+ NACE Certified Inspectors on staff ______

9) Respondent has 1+ SSPC Certified Inspectors on staff _______

10) Respondent has 1+ Certified Welders on staff ________

• Factor 16 (ISO 9001:2005): This is a requirement we haven't encountered previously for this type of work. Could you clarify if this certification is strictly necessary to qualify?

Answer – Factor 16:

The listed item16) Respondent needs to be ISO 9001:2005 Certified will not be required on this project

Could you please let me know the process for obtaining the necessary bidding documents? Specifically, we are looking for:

• The specification book

• Information on any existing addendums

• The inspection report and project photos (if available)

Answer: The specification for both the painting and the logo are in the bid documents.

The information in this response will be part of the first addendum.

Page 30 of your package refers to a General Contractor. The text refers to a Contractor.

Our expertise is in storage tanks, elevated and ground.

There doesn't seem to be any structural changes required, so I was wondering whether a contractor's license is actually required for a tank rehab.

Answer: See line item 3. A contractor’s license will be needed for the repair work to the catwalk.

May I please get any inspection reports and more detail on line item 3 "access walkway repair?"

Answer: During the last cleaning of the Shipp Road Elevated tank in 2020, the contractor doing the cleaning of the tank informed the County that repair to the cat walk was probably necessary for future safety during maintenance. See Part 3 – Execution Section 3.01 General. Access walkway repairs must have a drawing included that explains the repair and the contractor’s plans to complete.
