About this file

This document is an Addendum No. 2 issued by the Palm Beach County Water Utilities Department for Project No. PBCWUD 26-028, concerning Water Treatment and Water Resources Continuing Engineering Services. The addendum addresses procedural questions raised during the proposal submission process and clarifies submission requirements for interested firms. Key clarifications include confirmation that electronic signatures are acceptable on proposal documents, USB submissions are permitted in lieu of CDs for required PDF materials, and the Plan Holder Registration Form need not be submitted with the proposal. The addendum was issued on June 11, 2026, and establishes the framework for proposal evaluation and selection procedures.

Regarding qualifications and certification requirements, the addendum clarifies that firms with pending CCNA (Central Contractor Certification Act) annual renewal applications may submit proposals even if recertification has not been formally confirmed at the proposal due date, provided that recertification is obtained prior to the Final Selection Committee meeting. This provision allows qualified firms whose certifications are in renewal status to participate in the bidding process without penalty, recognizing standard administrative timelines for certification confirmation.

ADDENDUM NO. 2

PALM BEACH COUNTY WATER UTILITIES DEPARTMENT

WATER TREATMENT AND WATER RESOURCES

CONTINUING ENGINEERING SERVICES

Project No. PBCWUD 26-028

QUESTIONS AND ANSWERS:

Q1 – We’d like to confirm that eight (8) originals of the proposals (and the required forms in them) can have electronic signatures.

A1 – Certified electronic signatures are acceptable. A total of nine (9) copies are required, eight (8) bounded and one (1) unbounded per advertisement.

Q2 - Would you consider the required PDF be submitted on a USB (and not a CD).

A2 – Yes, a USB is acceptable.

Q3- Should the Plan Holder Registration Form that was attached alongside the RFP be submitted within our proposal or as a separate document?

A3- Plan holder registration form is not required to be submitted alongside with the RFP. What is provided now is sufficient.

Q4- While reviewing the county's CCNA Certification records on Palm Beach County's website, I noticed Reina Engineering is no longer listed. I have attached a copy of the certification list downloaded a few weeks ago which includes our firm. We spoke to Holly Knight regarding this issue, and she informed us that our certification does not expire but gets removed from the list if not renewed within 3 years. I have also attached a related conversation with Dierdre Kyle.

A4- It is acceptable for proposal firms that have submitted their CCNA annual renewal applications but have not yet received a confirmation of the recertification at the proposal due date, to submit their proposals. The recertification must be obtained prior to the Final Selection Committee meeting.
