About this file
This is Addendum No. 2 to a Request for Proposals issued by the Palm Beach County Water Utilities Department for Water Treatment and Water Resources Continuing Engineering Services (Project No. PBCWUD 26-028). The addendum addresses procedural questions and clarifications regarding proposal submission requirements. Key clarifications include that certified electronic signatures are acceptable for the eight required bound copies plus one unbound copy of proposals; USB submissions are acceptable in lieu of CDs for required PDF documents; the Plan Holder Registration Form does not require submission with proposals; and firms with pending CCNA Certification annual renewal applications may submit proposals provided they obtain recertification prior to the Final Selection Committee meeting. The addendum was issued on June 11, 2026, and is signed by Jane House, P.E., LEED AP, Director of Engineering for the Palm Beach County Water Utilities Department.
No pricing information, set-asides, incumbent contractors, funding amounts, or contract term details are addressed in this addendum document.

ADDENDUM NO. 2
PALM BEACH COUNTY WATER UTILITIES DEPARTMENT
WATER TREATMENT AND WATER RESOURCES
CONTINUING ENGINEERING SERVICES
Project No. PBCWUD 26-028
QUESTIONS AND ANSWERS:
Q1 – We’d like to confirm that eight (8) originals of the proposals (and the required forms in them) can have electronic signatures.
A1 – Certified electronic signatures are acceptable. A total of nine (9) copies are required, eight (8) bounded and one (1) unbounded per advertisement.
Q2 - Would you consider the required PDF be submitted on a USB (and not a CD).
A2 – Yes, a USB is acceptable.
Q3- Should the Plan Holder Registration Form that was attached alongside the RFP be submitted within our proposal or as a separate document?
A3- Plan holder registration form is not required to be submitted alongside with the RFP. What is provided now is sufficient.
Q4- While reviewing the county's CCNA Certification records on Palm Beach County's website, I noticed Reina Engineering is no longer listed. I have attached a copy of the certification list downloaded a few weeks ago which includes our firm. We spoke to Holly Knight regarding this issue, and she informed us that our certification does not expire but gets removed from the list if not renewed within 3 years. I have also attached a related conversation with Dierdre Kyle.
A4- It is acceptable for proposal firms that have submitted their CCNA annual renewal applications but have not yet received a confirmation of the recertification at the proposal due date, to submit their proposals. The recertification must be obtained prior to the Final Selection Committee meeting.
