This is Addendum No. 10 to Request for Bid (RFB) No. RFB-265-24 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Ashland Readiness Center Envelope Renovation located at 2519 Lexington Avenue in Ashland, Kentucky, under the Department of Military Affairs. The project involves the renovation of the building envelope with a significant scope change: the original work for restoration of historical steel windows has been eliminated and replaced with complete replacement of existing windows with new aluminum ATFP (Antiterrorism and Force Protection) compliant systems. The revised project specifications include Sections 08400 (Glazed Aluminum Door Entrances, Storefronts, and Curtainwalls), 085110 (Aluminum Windows), and 08800 (Glass and Glazing). Bids are due on September 19, 2024 at 1:30 PM ET, with official bid opening at 3:00 PM ET. The low bidder must submit performance and payment bonds and a certificate of insurance within 48 hours of receiving the intent to award letter. Revised architectural sheets A511, A512, and A631 are included with the addendum and reflect the scope changes.
The project requires aluminum window systems with blast-resistant capabilities meeting ASTM F1642 Low Hazard Rating standards and ATFP compliance per UFC 4-010-01. Acceptable manufacturers include Kawneer, YKK, and Tubelite for storefront systems, and Kawneer, Peerless, and Winco for aluminum windows, with substitutions permitted under DECA procedures. Glazing specifications include Type G-04 blast-resistant glass featuring 1-inch insulated units with laminated inner panes, clear Solarban 70XL solar control low-E outer lites, and dual-seal systems. Energy performance requirements include U-Factor of 0.68 Btu/sq ft·h·°F for Climate Zone 4a and SHGC of 0.36 maximum. Installation must comply with manufacturer guidelines and industry standards, with mock-ups required for architect approval. The manufacturer's one-year warranty covers defects in materials and workmanship, with extended warranties of 20 years available for window units and sealed glass units.
