About this file

This document is an Addendum to a state and local contract opportunity for the construction of a new Pool Support Building for the Randolph Park Recreation area in Pulaski County, Virginia. The project is being managed by AECOM on behalf of Pulaski County. The addendum addresses various clarifications and changes to the project specifications and drawings, including fire extinguisher locations, earthwork classifications, sanitary sewer tie-in, window dimensions, air barrier application, ceiling insulation, fencing details, and other construction-related items. The bid date for this project is August 2, 2024, and the contractor will be required to fully complete the work within 240 calendar days.

The contract will be awarded on a lump sum price basis. No construction budget amount is provided, but the document indicates the allowable building area is 9,000 square feet, and the new building area will be 3,701 square feet. The project does not require a fire suppression system or a fire alarm system. The contractor will be responsible for obtaining the building permit, and permit fees will be waived by the Owner.

Dublin, VA 24084

Bid Date: August 2, 2024, until 2:00 p.m. by clock on the wall

Addendum Date: 26 July 2024

Project No. 60730666

The following information shall modify the contract documents, and the work shall be accomplished in accordance with such stated modifications. It is suggested that this addendum be stapled to the back of the front cover of the project manual.

GENERAL

Pre-bid Questions and Responses follow:

1. Question: The following spec sections are contained in both the project manual and on Sheets

AE900 & AE901; 061000, 061600. Which version of the spec are we to follow?

Response: Follow 061000, 061600.

2. Question: Please clarify what is wanted for fire extinguishers. Sheet GI100 shows two (2) fire extinguishers. Note 21.01 on Sheet AE101 calls for bracket mounted FE, but the symbol shown on the floorplan is for a semi-recessed cabinet per symbol legend on Sheet A-001. Please clarify and also provide appropriate spec(s).

Response: Fire extinguishers are to be bracket mounted per the note 21.01 on AE101. See

AE002 for mounting height. Install per manufacturer’s instructions. See revised Sheet GI100 for location and number of fire extinguishers to be provided. Also see revised Sheet GI100 for spec(s).

3. Question: Note 15 on Sheet C-001 states that earthwork is unclassified. Please verify/confirm that the site is unclassified to subgrade.

Response: The earthwork is unclassified throughout.

4. Question: On Sheet C-001, Note 17 calls for suitable backfill to replace unsuitable materials, whereas Note 24 calls for structural fill. Which is correct?

Response: Structural fill is only required under the bounds of the footings and slab-on-grade.

Project No. 60730666 Page 2 of 6 ca_spcf04rnk (rev. 04/17)

5. Question: Per Note 7 on C-102, the exact tie-in point for the sanitary is unknown. The civil designer needs to provide this information, or limit contractor responsibility to the sanitary work

SHOWN on the drawings. Or the designer should provide an allowance for contractors to carry to cover additional/TBD utility work.

Response: We believe the contractor will be able to connect to the existing sanitary with the pipe lengths shown. The exact location of the existing pipe will need to be determined by the potholes by the contractor as noted in Note #7 on sheet C-102.

6. Question: Please advise subbase stone thickness under slab on grade.

Response: Thickness is 4 inches per Detail 9/S-502.

7. Question: Please clarify dimensions of Window Type D on AE602. The window schedule does not match the dimensions shown on window types.

Response: Window Type D: Width 1’-7 1/2”, Height 3’-0”, 2-8” is to the bottom of the window tray.

8. Question: Please verify that a precast concrete sill is wanted at Window Type D, as shown on

S3/AE603. The building elevation does not show a sill for this window type.

Response: Precast concrete sill is required at the Window Type D per detail S3/AE603

9. Question: Will cast stone material be permissible for 034500 Precast Architectural Concrete?

Response: Provide per contract documents.

10. Question: Spec 061600 on Sheet AE900 calls for PT roof sheathing. Is that correct?

Response: No. Refer to Project Manual for specification section 061600.

11. Question: Spec 061600 on Sheet AE900 calls for glueing wall sheathing to framing members.

Will this be required where gable ends get sheathed?

Response: No. Refer to Project Manual for specification section 061600.

12. Question: Please provide a spec for the fluid-applied air barrier. Also, please confirm this to be applied the outer face of the rigid insulation and not directly to the CMU wall (between CMU and rigid insulation)?

Response: Provide Tremco ExoAir 120 or Henry Air-Block 16MR or Equal. Apply the fluid-applied air-barrier between rigid insulation and CMU – directly apply to exterior face of the CMU.

13. Question: What alternate ceiling insulation can be substituted for mineral wool blanket? Mineral wool has been unobtainable for a while now.

Response: No substitution, provide as indicated.

14. Question: The civil drawings show existing fence to be relocated and also adding additional new fencing to match. Please advise details of the fence type, i.e. type, height, etc.

Response: The contractor shall match the existing fence materials and methods. It is a green eight-feet high galvanized chain-link fence.

15. Question: We have concerns of the aesthetics of the fiber cement siding, given the substrate/furring it is to be fastened to. The 1x3 wood furring will compress the rigid and it will be difficult to make the fiber cement look uniform across the areas it is applied. Please advise if there is an alternate securement method/design.

Response: Install per manufacturer’s instructions.

16. Question: At the Prebid, the Owner advised that all permit fees will be waived for the project, but that the contractor will apply for and obtain the building permit. Please confirm.

Response: Confirmed.

Project No. 60730666 Page 3 of 6 ca_spcf04rnk (rev. 04/17)

17. Question: Please advise what the construction budget is.

Response: This is not part of the Bid Documents and will not be provided.

18. Question: Please confirm that 10% bid bond is required; and not the industry standard 5%?

Also, which bid bond form do you want; AIA A310?

Response: 10% bid bond is correct; the bid form is included in specification section 004113.

19. Question: At the Prebid on 7/17, the Owner stated that the deadline for RFI’s was 7/22 close of business. Please confirm.

Response: Confirmed, Prebid RFI deadline was 7/22/2024.

20. Question: Based on language in Spec 003143, can we assume that AECOM has not yet submitted the bid documents to the locality for permit review?

Response: Correct, the Contractor will be responsible for submitting documents for permit.

21. Question: Regarding the bid form, Item 2 requests listing of any included Addenda. There is blank for $ costs, which doesn’t make sense. We typically acknowledge Addenda issued and those subsequent costs are a part of our base bid. Please revise bid form.

Response: The blank for Addendum cost will be removed.

22. Question: Regarding the bid form, Section 1.4A calls for 10% bid bond, and offers a line item for costs. There is no associated cost for the bid bond itself. Costs aren’t incurred/realized until a project is awarded, and bonds are secured. Please revise bid form.

Response: The form is correct; the line item is for the bid bond amount in dollars.

23. Question: Regarding the bid form, Section 1.5A states “fully complete the Work within 240 calendar days.” Please confirm if the 240 calendar days is substantial completion or final completion? Also, the Owner stated at the Prebid that the project must be complete by Memorial Day 2025, which isn’t shown anywhere in the documents. Please advise which is correct.

Response: 240 calendar days from NTP is for full project completion.

24. Question: Regarding the bid form, pending responses above, the bid should be revised to match typical bid form formatting.

Response: Noted.

25. Question: At the Prebid on 7/17, it was confirmed by the Owner that the project will be awarded on lump sum price. With it being a public hard bid procurement method, it is unnecessary and inappropriate to request a bid breakdown “to facilitate continued evaluation of bid” per spec 004373. Further, in a hard bid scenario, it is impossible for general contractors to provide a bid breakdown at bid time, due to the last-minute nature of hard bidding. We don’t receive many of our numbers from subcontractors until minutes before the bid deadline. Lastly, there is no provided breakdown form where the Owner/Architect could potentially review apples-to-apples comparisons between received bids. We request that spec 004373 is eliminated from the project.

Response: Specification section 004373 will be revised to remove the requirement for the schedule of values at Bid date, but the schedule of values may be required prior to Bid Award if requested by the Owner.

Project No. 60730666 Page 4 of 6 ca_spcf04rnk (rev. 04/17)

26. Question: There are a couple of vague mentions in the bid documents not using certain areas for parking or staging/storage. We are requesting a specific outline of what area(s) we will have to work with as far as parking and staging/storage.

Response: Primary parking/lay down area will be the parking lot in front of pool area. There are 3 lots. The one closest to the tennis courts must remain open to the public. The other 2, north of that one, can be used by Contractor.

Secondary parking/lay down area will be located in parking area north of pool. There are 3 large lots. The 2 closest to the shelter/restrooms/playground, must remain open to the public.

Approximately 1/2 of the 3rd lot can be used by the Contractor. The western half must remain open to public with eastern half open to Contractor.

27. Question: Section 1.4C of 011000 states we are maintain pump building affected by construction and maintain a weathertight condition. Please advise specifically where this is how it relates to our scope of work, as we do not see anything shown on the drawings.

Response: This statement is to cover any modifications or damage that may be required to the existing pump house or pool area, although no changes or work are anticipated in these areas.

28. Question: Section 3.3A 015000 states the contractor is allowed to use existing specific toilets.

Please confirm location of these toilets. Who will be responsible for cleaning, supplies, etc.?

Response: Contractors will need to provide and maintain their own toilet facilities.

29. Question: Section 1.2A2a & 1.3B of 017839 calls for CAD as-builts. Typically, we provide marked-up PDF as-builts that the AOR then uses to update CAD record drawings. We have similarly agreed to this with AECOM on other past & current projects, please confirm that PDF as-builts will be acceptable?

Response: Section will be revised to only require marked-up plans or electronic PDF.

30. Question: Details 4 & 5 on Sheet AE701 and Detail 1 on Sheet AE702 all call for solid surface tops, but then mention plastic laminate finish. Please confirm countertop material.

Response: Countertop material to be solid surface.

31. Question: Spec 102113 on Sheet AE901 calls for floor anchored, overhead braced toilet partitions. Elevations 5&7 on Sheet AE402 depicts ceiling hung/braced toilet partitions. Which is correct?

Response: Elevations are correct, Toilet partitions to be ceiling hung. Accessible stall door to have bracing above.

32. Question: Please confirm material type of column covers. Spec 055813 on AE900 mentions aluminum with baked enamel or powder coat finish. Elevations on AE201 and Detail 6 on AE501 both indicate fiberglass, which is typically what we see.

Response: Provide per detail 6/AE501.

33. Question: Note 7.16 (rigid insulation) is located on Details 2&3 on Sheet AE303, both pointing at the soffit/overhang areas of the roof. This doesn’t appear to be the correct note, please advise.

Response: Note 7.16 does not apply to the soffit overhang area.

34. Question: Please confirm the desired material for the soffits. Is it fiber cement? Any venting? A couple details only note this as ‘soffit paneling’. Also, are the limits of soffit overhang shown without hatching/markings on Sheet AE151; i.e. the non-GWB ceiling areas?

Response: Provide vented fiber cement panel soffits. Yes, areas shown without the hatch markings.

Project No. 60730666 Page 5 of 6 ca_spcf04rnk (rev. 04/17)

35. Question: What material goes between the gutters and base fascia and also at rakes; fiber cement paneling, brake metal, etc.? Detail 2 on AE503 does not identify.

Response: Break metal, to match standing seam roof material and color.

36. Question: Please confirm we are to use metal studs for framing of the interior drop GWB ceilings, similar to the exterior drop GWB ceilings similar to Note 6.11 on Detail 2 of Sheet

AE303?

Response: Use suspended metal carrier channels and metal furring channels for framing of the interior GWB ceiling.

37. Question: What is assumed (not noted on RCP) to be a fiberglass beam wrap (approximately 11ft long – running plan east/west) shown on AE151 at the plan west exterior overhang area, however the structural does not have a structural parallam beam in this location. Please advise.

Response: No fiberglass beam wrap planned at the location in question. Provide continuous GWB ceiling at 9’-6” as noted on AE151.

38. Question: What is carrying the roof load across the following overhang openings: E109B, E114, E117 and Reheat 118? The structural drawings do not show any W beams and plates spanning these openings like they do for E109A & E111.

Response: Masonry lintels, as scheduled in Detail 3/S-502, are to be provided above wall openings where steel beams are not indicated.

39. Question: Regarding below slab rigid insulation, there is a discrepancy on Sheet AE303. Details

2&3 show 1.5” rigid on the vertical inner face of the below grade CMU stem wall. Detail 1 shows this, plus the rigid turning 90 degrees between the stone and slab on grade. Please advise which is correct. If it does in fact turn in between the stone and slab, how far does it go, 2 feet?

Response: Turn rigid insulation 90 degrees between stone and slab per detail 1/AE303. Extend to 2’-0”.

40. Question: Note 7.18 on 1/AE303 calls for vapor barrier between the below grade CMU stem wall and the rigid perimeter insulation. Is this correct?

Response: Note 7.18 does not apply at below grade CMU stem wall. However, Note 7.18 does apply below slab between slab and rigid insulation as shown in detail 2/AE303.

41. Question: Detail 1/AE303 shows a blowup detail at the sill area labeled 2/AE603. Detail

2/AE603 does not exist. Is the correct reference sill detail S1 on AE603?

Response: Yes, correct reference is S1/AE603.
