Addendum No. 1 to IFB 276017 - PLCB Background Check Services
This is Addendum No. 1, issued October 29, 2026, to Invitation for Bid (IFB) 276017 by the Pennsylvania Liquor Control Board (PLCB) for background check services. The addendum updates the original solicitation with clarifications and answers to 24 questions submitted by potential bidders. The Pennsylvania Liquor Control Board conducts approximately 2,500 background checks annually on prospective employees and seeks a qualified contractor to perform comprehensive background screening services. Bids are due November 6, 2026, at 1:00 PM EST through the Oracle Supplier Portal, and the contract term is one year from the effective date of approximately December 1, 2026, with renewal options for two additional one-year periods. Bidders must acknowledge this addendum in the Portal to ensure bid responsiveness; failure to do so will result in bid rejection.
Key clarifications in this addendum address pricing, insurance, service delivery, and criminal records search requirements. The correct IFB number is confirmed as IFB 276017 (correcting a header reference to IFB 270094 on the original Bid Form BOP-1206). The incumbent contractor is Accurate C&S Services, Inc. Critically, the PLCB requires that all fees, including government agency access fees for criminal and motor vehicle records, be included in the binding bid price with no separate pass-through charges permitted. Any renewal price increases are capped at 5% of the prior year's price and may not exceed this threshold for government agency fee changes. Processing delays are acceptable only when outside the contractor's control and must be communicated immediately to PLCB. Motor Vehicle Record checks must be included in the flat rate and cannot be billed separately. The contractor must maintain minimum insurance coverage of $2,000,000 Professional Liability, $2,000,000 Technology-Based Services Liability, $1,000,000 Network/Cyber Liability, and $5,000,000 Comprehensive Crime Insurance. The PLCB will not execute vendor standard service agreements. Award will be made to the lowest responsive and responsible bidder based on total cost.

PLCB BACKGROUND CHECK
Questions submitted by 1:00 PM ET on October 23, 2026
*All references to “IFB” in the responses below are to the provisions of IFB #276017*
Q1. The page header of Attachment #1 – Bid Form BOP-1206 references “IFB #270094,” while the form title and all other solicitation documents reference IFB #276017. Could you please confirm that IFB #276017 is the correct solicitation number, and advise whether a corrected Bid Form will be issued?
A1. Confirming that the correct solicitation number is IFB #276017 and that the Bid Sheet has been updated to reflect the correct solicitation number.
Q2. Who is your current background screening provider?
A2. Accurate C&S Services, Inc.
Q3. What challenges or pain points are you experiencing with your current provider?
A3. This question is not relevant. The desired outcomes of the provider are described in the requirements. Please refer to the IFB.
Q4. What specific improvements are you seeking in a new provider (e.g., customer support responsiveness, turnaround time, platform functionality)?
A4. Please see response to Question 3.
Q5. Do you have plans to integrate with an HRIS system? If so, which one?
A5. There are no plans to integrate systems at this time. By way of general information, the PLCB uses SAP for HRIS and NEOGOV for applicant tracking.
Q6. Could you share your current pricing schedule/rate table?
A6. Current pricing can be viewed at this location:
https://www.emarketplace.state.pa.us/BidTabDetails.aspx?BidNo=270094
Please note that pricing of the current contract is minimally relevant to this bid because the requirements and cost matrix differ from those in this solicitation.
Q7. What is the anticipated budget for this IFB?
A7. This contract will be awarded to the lowest bidder who is deemed responsive and responsible.
Q8. When do you expect to award this contract and issue the Notice to Proceed?
https://www.emarketplace.state.pa.us/BidTabDetails.aspx?BidNo=270094%20
A8. As soon as practicable, with a service start date on or about December 1, 2026.
Q9. For Motor Vehicle Records requested for positions requiring a driver’s license, what is the required turnaround time, and should MVRs be priced as a separate line item in the Portal?
A9. MVR checks should be completed and processed as quickly as possible. MVR checks should be included in the flat rate being requested in the Portal and cannot be billed separately.
Q10. State Criminal Records Search: Are we required to conduct the Pennsylvania
State Police Criminal History Record Check (PATCH)?
A10. The Contractor must be able to conduct a national search using primary sources with the assurance that it is accurate and comprehensive.
Q11. State and County Search Requirements: If we are permitted to use the Statewide
Unified Criminal Court Search, would this satisfy both the state and county criminal search requirements? This search pulls criminal record information at the county court level and covers all counties throughout Pennsylvania.
A11. This would be acceptable.
Q12. Federal Criminal Search: Are you also requiring a Federal District Criminal Court
Search as part of the screening process?
A12. Please see response to Question 10.
Q13. Pending Felony Records: Under the FCRA, [our company] cannot report certain non-conviction records - including pending cases - that are older than seven years, subject to applicable exceptions. An exception may apply if the applicant's expected annual salary is $75,000 or more. Would this reporting limitation present an issue for your organization?
A13. The PLCB cannot affirm or agree with the representations of the substance of federal law made in this question. The PLCB requires and uses only information provided in accordance with applicable law. Please note, further, these portions of the Liquor Code to which PLCB is subject:
The Liquor Code requires that “[n]o person convicted of an infamous crime may be employed as a member or employe by the board or enforcement bureau.” 47 Pa. Stat.
Ann. § 2-210(c).
Further, “Infamous crime” is defined in the Code as “a violation and conviction for an offense which would disqualify an individual from holding public office pursuant to section 6 of Article II of the Constitution of Pennsylvania; a conviction within the preceding ten (10) years for a violation of this section or of 18 Pa.C.S. § 4113 (relating to misapplication of entrusted property and property of government or financial institutions), Ch. 47 (relating to bribery and corrupt influence), Ch. 49 (relating to falsification and intimidation), Ch. 51 (relating to obstructing governmental operations) or Ch. 53 (relating to abuse of office); or a violation of the laws of this Commonwealth or another state or the Federal Government for which an individual has been convicted within the preceding ten (10) years and which is classified as a felony. 47 Pa. Stat.
Ann. § 2-210(n).
Q14. Three-Day Processing Requirement: Is the three-day processing window mandatory for all screening requests? Some searches, particularly PATCH searches involving existing records, may require additional processing time.
Would exceptions be permitted when delays are outside our control?
A14. Delays outside of the control of the Contractor are permissible, as long as the Contractor communicates those delays to the PLCB immediately.
Q15. Pricing and Additional Fees: We are unable to provide pricing that includes all potential additional fees, as these costs can vary by applicant and the searches required. Would it be acceptable to provide base pricing and pass through any applicable additional fees at cost, without additional markup?
A15. As stated in the IFB, bidders should assume that the bid price includes all fees.
It is PLCB’s expectation that the bid price will, in the aggregate, account for the bidder’s costs. The bidder will be responsible for deciding what price will suffice for this purpose and will be bound to that price for the term of the contract. To be clear, pass-through fees shall not be charged.
Q16. Pricing Structure: May we provide pricing on a per-name basis, or are we required to include pricing for all names used by an applicant?
A16. Please see response to Question 15.
Q17. Insurance Requirements: Would $1 million in crime insurance coverage satisfy your insurance requirements?
A17. No, all minimum insurance coverage limits are required as stated.
Q18. Service Agreement: Would your organization be willing to execute [VENDOR’S] standard service agreement?
A18. No.
Q19. Who is the incumbent for the Background Check Services contract?
A19. Please see response to Question 2.
Q20. What is the annual spend for this contract?
A20. Please see response to Question 7.
Q21. Are you experiencing any pain points with your current contractor?
A21. Please see response to Question 3.
Q22. Are you able to provide the current pricing for the Background Check Services contract?
A22. Please see response to Question 2.
Q23. The RFP states that “the bid price includes all fees” and that any renewal price increase may not exceed 5% of the prior year’s price. Background screening involves fees charged by county, state, and other government agencies for access to certain criminal record and motor vehicle record (MVR) information.
These are third-party charges that the contractor does not set or control, and they can change during the contract term. Does PLCB intend for these government agency access fees to be included in the bid price, or may bidders list them as a separate pass-through line item, billed at actual cost without markup?
A23. Please see response to Question 15.
Q24. If they must be included in the bid price, how does PLCB want bidders to handle a change in an agency’s fee during the contract term, including a change that happens mid-term or one larger than 5%? Would PLCB allow an adjustment for these fees that is outside the 5% renewal cap, with documentation of the agency’s fee change?
A24. No.
