About this file

This is an Addendum No. 1 to a Request for Proposal (RFP) issued by San Bernardino County for a CFS Committee Consultant position (RFP HS 26-06/ePro #HSSA26-HSSA-6319). The addendum addresses questions submitted by prospective proposers prior to the March 11, 2026 deadline. The RFP seeks a consultant to facilitate and support an Ad Hoc Committee process, including meeting facilitation, coordination with County leadership, and preparation of written materials. While the RFP identifies multiple San Bernardino County CFS office locations as potential service delivery sites, the County does not anticipate requiring the consultant to travel to every listed location. Instead, the primary engagement will focus on Ad Hoc Committee meetings, which must be attended in person, with other coordination activities occurring either in person or virtually based on scheduling needs and the nature of the engagement.

Regarding compliance requirements, proposers must be registered with the California Secretary of State at the time of proposal submission and must certify this registration and good standing status in Attachment D of the RFP. Since this is not a public works contract, a California Department of Industrial Relations registration number is not required. The addendum clarifies these eligibility and registration prerequisites to ensure prospective consultants understand the submission requirements and registration obligations prior to proposal development.

Request For Proposal for CFS Committee Consultant RFP HS 26-06/ePro #HSSA26-HSSA-6319

ADDENDUM NO. 1

Answers to questions submitted prior to the 4:00 p.m. deadline on March 11, 2026:

1 Question: The RFP identifies multiple San Bernardino County locations where services may be provided. Can you clarify the County's expectations regarding in-person versus remote or virtual attendance for facilitation sessions and other deliverables? Will the Consultant be expected to travel to each listed CFS office location, or will a subset of primary sites be used for most engagements?

Answer: The locations listed in the RFP identify potential County locations where meetings or activities may occur. The County anticipates that the primary engagement will involve facilitation and support of the Ad Hoc Committee process, including meeting facilitation, coordination with County leadership, and preparation of written materials.

Ad Hoc Committee meetings are expected to be attended in person. Other coordination activities may occur either in person or virtually depending on scheduling needs and the nature of the engagement.

Travel to every CFS office location listed in the RFP is not anticipated; however, the selected consultant should be prepared to attend meetings at County facilities as requested.

2 Question: Does the County require proposers to hold California Secretary of State foreign entity registration at the time of proposal submission? Or would registration be required only upon contract award?

Answer: A proposer must be registered with the CA Secretary of State when submitting the proposal. Attachment D of the RFP requires that the proposer certify that it is registered and in good standing with the CA Secretary of State.

3 Question: Will a CA Department of Industrial Relations registration number be required?

Answer: If the RFP is for a public works contract, then DIR registration is required.

This current RFP is not a public works contract – thus, an Industrial Relations registration number is not required.
