About this file

This Addendum No. 1 document issued by the Maryland Department of Public Safety and Correctional Services (DPSCS) Office of Procurement Services amends Invitation for Bids (IFB) BPM055983 for Satellite Television Programming Services at Eastern Correctional Institution (ECI) and ECI-Annex in Somerset County, Maryland. The project requires contractors to provide satellite television programming services, including furnishing, installation, operation, maintenance, and support of head-end equipment and satellite dishes for two correctional facilities housing a combined average daily population of 3,246 incarcerated individuals and 788 DPSCS employees. The service involves receiving agreed-upon channel line-ups and transmitting programming to approximately 3,000 combined cable drops across both facilities, which are currently pre-wired to approximately 90% of the incarcerated population including multiple drops per cell and throughout recreation, office, and support areas. The contract term is five (5) years. A pre-bid conference was held on July 21, 2026, and a site visit occurred on July 22, 2026, with attendance not mandatory for bid submission. The bid due date is 2:00 p.m. on Thursday, August 6, 2026, with all bids required to be submitted electronically through eMaryland Marketplace Advantage (eMMA).

The solicitation establishes a 0% Minority Business Enterprise (MBE) goal and 0% Veteran-Owned Small Business Enterprise (VSBE) goal but applies a Small Business Preference (SBP) with 5% for small businesses, 7% for veteran-owned small businesses, and 8% for disabled-veteran-owned small businesses. Award will be made to the lowest responsive and responsible bidder based on price and compliance with solicitation requirements. Bidders must complete all required bid lines including a total bid price (lump sum amount) and upload the completed Attachment B Price Form in eMMA, with failure to do so resulting in a non-responsive designation. Electronic products removed or replaced must be recycled by R2 or e-Stewards certified recyclers in accordance with Maryland State requirements. All bidders must be registered on eMMA to receive a contract award, and bidders are required to accept payment by electronic funds transfer.

Thank you all for your attendance and we will continue to proceed forward. I will briefly explain the procurement process for this project.

This procurement is being conducted in accordance with COMAR 21.05.02, procurement by Competitive Sealed Bids, known as the IFB process.

The purpose of this Pre-Bid Conference is to clarify any questions or concerns bidders may have with regard to the specifications or scope of work prior to submission of their bid on eMaryland Marketplace Advantage (eMMA). Changes to specifications or to the scope of work will be published as an Amendment and supersede the original published document as per COMAR

21.05.02.07. The Pre-Bid Conference minutes will be published as an amendment and become part of this solicitation on eMMA. Nothing stated at the Pre-Bid Conference may change the Invitation for Bids (IFB) unless a change is made by the DPSCS Procurement Officer by written amendment.

This project has been advertised via eMaryland Marketplace Advantage (eMMA) Bid No.
