This document is an Addendum #1 for the Lick Run 5 Project issued by the West Virginia Department of Environmental Protection (WVDEP) Abandoned Mine Lands (AML) program, with the solicitation number ARFQ DEP2600000029. The addendum covers a pre-bid meeting conducted on October 15, 2025, and includes vendor questions and answers, clarifications, and attached documentation. The project involves environmental reclamation work, with a bid opening date of October 29, 2025, at 10:30 am. Contractors must submit electronic bids through the WV Oasis website and have 270 calendar days to complete the project, with a $1,000 per day liquidated damage clause in effect.
The engineer's estimate for the project is $1,086,556, and the project will be administered by Civil Tech Engineering Inc., with Mark Pennington as the point of contact. Key requirements include maintaining $2,000,000 in contractor's public liability and vehicle liability insurance, providing worker's compensation coverage, and complying with OSHA safety requirements. The project involves clearing a specific area between November 15 and March 31, with specific technical specifications such as a 24-inch maximum rock size for fill. Contractors must prepare and submit all required project submittals to the engineer before receiving a notice to proceed, and the WVDEP-AML will cover the construction stormwater permit renewal fee.
