About this file
This Addendum No. 1, issued July 29, 2026, by the Town of Glastonbury modifies the specifications and requirements for the Parker Terrace Wastewater Pumping Station Upgrades project located at 30 Parker Terrace in Glastonbury, Connecticut. The project scope includes demolition of existing infrastructure and installation of new prefabricated concrete buildings, wastewater pumps (Sulzer or Flygt models only), piping, valves, fittings, pump controls, exterior generator (200 KW), electrical systems, site furnishings, and related work. The revised bid due date is August 11, 2026 at 11:00 a.m., with questions due by close of business July 30, 2026. The project requires a 200 KW Cummins generator, bypass pumping capabilities with electric primary and diesel secondary pumps, manufacturer training for pumps, generator, automatic transfer switch (ATS), pump motor variable frequency drives (VFDs), and control panel. No formal pre-bid site visit is scheduled, though contractors may request individual site visits coordinated with Jeff Lemay. Prevailing wage applies to this project.
The addendum removes the 50% self-performance requirement previously listed in Section 00200 Article 22, clarifies that the allowance for uniformed officers and traffic control is $10,000.00, and requires submission of a Certificate of Compliance with Connecticut General Statute Section 31-57B. The existing building is served by a single 400-amp 277/480V electrical service; contractors must submit a professional engineer-stamped plan for bypass pumping for approval. The force main extends approximately 2,000 linear feet from the pumping station to the discharge manhole, and both existing wet wells are to remain in service. Contractors are responsible for disposal of grit and sludge from the existing wet well. The Town will coordinate with contractors regarding laydown areas on town property and road closures for crane operations. Potable water from the existing facility is available at no cost during construction with metered usage, and temporary restroom facilities must be contractor-provided. Benchmarks with vertical information are available on sheet C100; control points and AutoCAD files will be provided to the awarded contractor. A Geotechnical Report by Welti Geotechnical, P.C., dated March 14, 2025, indicates soil conditions suitable for mat foundation construction with an allowable bearing pressure of 2,000 psf and establishes frost protection depth at 3.5 feet below finished grade.

QUESTIONS AND ANSWERS
1. I was looking over the provided specs on this pump station upgrade project in Glastonbury.
Looks like the pumps specified are the Sulzer (or Flygt) with the key feature being they have an integral closed loop cooling system that circulates the glycol mixture internally. This is opposed to non-clog pumps that may have a cooling jacket that circulates the pumped media to provide the dry run cooling capabilities, or the standard submersible oil-filled versions, which rely on submersion for their cooling.
With these pumps being in a wet well, normally submerged, I would like to propose an as equal Homa pump, details attached. This Homa pump utilizes a cooling jacket that circulates the pumped media, which allows for continuous operation in a non-submerged environment. This is the closest match to the requested pump construction details that I can offer. Please let me know if this as equal will be considered, keeping in mind the difference in requested cooling method. I appreciate the consideration.
Answer: Only Sulzner and Flygt pumps will be acceptable.
2. We are reaching out for a clarification on the specifications for the Parker Terrace Pump Station upgrades bid. On line 22 of the instructions to bidders, it lists that all bidders shall self-perform a minimum of 50% of the contract value. Based on our understanding of the project, we do not believe the varying scopes of work would even set a contractor up to be able to self-perform 50% of this work, is this still in place for this bid?
Answer: No, Delete Section 00200 Article 22 in its entirety.
3. On the bid table, item 4, allowance for uniformed officers/traffic control is written out as ten thousand but numerically written $5,000. Which amount is correct?
Answer: Allowance For Uniform Officers/Traffic Control shall be $10,000.00
4. On the bid submission requirements, it lists to include the certificate of compliance with CGS 31- 57B as per section 22 of the information for bidders, but there is no certificate in the spec book, nor does section 22 discuss this.
Answer: Completion of a Certificate of compliance per CGS Section 31-57B is REQUIRED as part of this bid response. This form can be found attached to this Addendum #1.
5. Bi-pass pumping: what amps are available for bypass pumping? Can we utilize electric pumps for primary and diesel pumps for secondary? – need 70am 480v from the service of the new building.
Answer: The existing building is served by a single electrical service rated 400A at 277/480V. Yes, electric pumps for primary and diesel pumps for secondary is acceptable.
Submit PE stamped plan per specifications for review and approval. Proposed electrical service is 400-amp 480v 3 phase.
6. Are the existing force main valves just outside of the pump station workable?
Answer: Assumed in operatable, only Town personnel shall operate all valves.
7. How long are the existing 12” and 16” force mains from the building to next upstream SMH or sewer treatment plant? We need to clarify how much sewerage is in those pipes.
Answer: Length of force main from pumping station to discharge manhole is approximately 2,000 lf.
8. Confirming the existing wet-well adjacent to the existing building will not need to be removed?
Answer: Correct, wet well adjacent to the existing building to remain.
9. Please confirm which specific wet wells, valve vaults, and below grade structures are to remain and which are to be demolished, abandoned, and/or filled. Please specify what we are filling them with.

Re: Town of Glastonbury Sewage Treatment Plant, Parker Terrace. Glastonbury, CT Proposed Improvements, Including A New 25 feet x 30 feet Building to house piping, electrical equipment and generator
Dear Bob:
1.0 Regarding the soil profile in the area of proposed construction, the existing data from 1983 and the 1965 borings provide an adequate soils cross section for evaluating foundation requirements.
The boring and sampling was conducted by Clarence Welti Associates solely to obtain indications of subsurface conditions as part of a geotechnical exploration program. No services were performed to evaluate subsurface environmental conditions.
2.0 The Subject Project, based on the scope of services cited in the agreement with the Town of Glastonbury will include two new precast concrete buildings to house mechanical and electrical equipment. The buildings would be founded on spread footings atop a prepared pad. Other work apart from the above would include demolition of an existing building over the pump chamber and the equipment within the chamber and filling with flowable fill. The abutting well would be filled with sand. A concrete slab for H-20 loading would be placed over the sand filled well.
3.0 The Soils Cross Section from the old borings included up to 14 feet of loose fill overlying the deep varved clay and silt stratum. It is assumed that much of the loose fill with traces of organics was removed during the construction of the existing wet well and pump chamber. The soils cross section beneath the proposed building is assumed to be a mix of compacted fill over localized uncompacted fill.
4.0 The Criteria for Foundation Type and Loading are as follows:
1. The maximum total settlement should not exceed 1" and the maximum differential settlement should not exceed 2 the maximum settlement over a length of 40 feet.
2. The Slab at Grade floor should not settle differentially more than ½" in excess of the structure subsidence.
The above criteria have been assumed by the writer in developing the recommendations included herein. More stringent criteria than the above may require supplemental geotechnical input.
5.0 Based on the possible irregularities in the soil profile, the building should be on a mat foundation. The preparation beneath mat would include initial proof rolling of the subgrade and placement of a minimum 24ʺ of controlled/structural fill conforming to the gradation in section
6.0 below. The proof rolling should include at least six passes of vibratory compactor with a dynamic force of at least 6 Tons. The controlled fill should be placed on a geotextile (Mirafi RS580i or equivalent).
5.1 The Allowable Bearing Pressure for footings on the controlled fill or on the natural soils with the above preparation can be 2,000 psf. The maximum toe pressure on the retaining wall footing should be limited to 3,000 psf. The allowable loading can be increased by 1/3 for seismic or wind loading.
5.2 The Frost Protection Depth is 3.5 feet below finish grades in areas, which are exposed to weather. Where foundations are placed at less than the required frost protection depth, the frost protection should be addressed in accordance with ASCE 32.
5.3 Summary of Foundation Design Parameters:
Parameter Value
Allowable Bearing Pressure for mat on the crushed stone atop the controlled fill 2,000 psf
Soil Unit Weight (Backfill) * 120 pcf
Subgrade modulus for mat design 150 pci
At-Rest Pressure Coefficient, KO 0.45
Active Pressure Coefficient, KA (level backfill) 0.28 Ultimate Sliding Coefficient, concrete on crushed stone over soil 0.60
Seismic Site Soil Profile Classification D Mapped MCE Spectral Response Acceleration for one second period, S1 0.055
Mapped MCE Spectral Response Acceleration for short period, SS 0.200
Frost Protection Depth 3.5 feet
* Backfill material conforming to section 6.0 below
6.0 Regarding Controlled Fill, Backfill for Retaining Walls and Excavations at Columns and Walls, plus Slab at Grade Underlayment (to 8" below the slab bottom) the materials should conform to the following or be 3/8" crushed stone:
Percent Passing Sieve Size
100 3.5"
50 – 100 3/4"
25 – 75 No.4
The fraction, passing the No.4 sieve should have less than 15%, passing the No. 200 sieve.
Based on the available borings, the natural soils will not conform to the above gradation.
All backfill and fill must be compacted to at least 95% of modified optimum density.
7.0 Regarding Earthwork, excavations will be in the existing fills or natural soil which will fall in OSHA Class C. This will require sloping excavations, which are un-shored and exceed 5 feet in height, to be cut back to slopes less than 34 from the horizontal (1.5H:1V).
8.0 This report has been prepared for specific application to the subject project in accordance with generally accepted soil and foundation engineering practices. No other warranty, express or implied, is made. In the event that any changes in the nature, design and location of structures are planned, the conclusions and recommendations contained in this report should not be considered valid unless the changes are reviewed and conclusions of this report modified or verified in writing.
The analyses and recommendations submitted in this report are based in part upon data obtained from referenced explorations. The extent of variations between explorations may not become evident until construction. If variations then appear evident, it will be necessary to re-evaluate the recommendations of this report.
Welti Geotechnical, P.C., should perform a general review of the final design and specifications in order that geotechnical design recommendations may be properly interpreted and implemented as they were intended.
If you have any questions, please call our office.
Very truly yours, Max Welti, P.E. Clarence Welti Ph.D., P. E.
President, Welti Geotechnical, P.C. Vice President
